Main Purpose & Function 
This is an operational management position providing direct leadership and management of the technical and administrative activities of the Building Inspection (BI) Branch.  This position holds technical decision-making authority under the Vancouver Building By-law and the supervision of staff, including hiring, evaluation, support, coaching, professional development, discipline, termination, and representing the Employer in the grievance process.


The incumbent plans, organizes and reviews the inspection and enforcement functions of the Branch and ensures that Building and related by-laws are enforced in a uniform manner, consistent with the regulations and policies of the department.  The incumbent, in consultation with the Codes Engineer, reviews by-laws, proposes amendments and develops training programs for BI staff to update their knowledge of the relevant by-laws.  Within defined policy the incumbent exercises considerable independence of judgement and action.  The incumbent is required to deal with confidential and/or sensitive information with a high degree of discretion and impartially. 


Specific Duties & Responsibilities

  • Directs staff reporting to this position (2 supervisors and one technical training inspector) with respect to the administration and technical requirements, policies and procedures of the by-laws administered by the branch including compliance and enforcement approaches. Provides advice and assistance to BI staff on complex inspections and problems
  • Sets priorities for Supervisors and TT inspector to ensure that their teams provide uniform, efficient and proper enforcement of by-laws, acts, standards and regulation
  • Recruitment and selection, hiring and promotion of staff needed within the Branch’s budget
  • Responsible for an effective Performance Planning and Coaching program for the Branch
  • Deals with staff discipline matters up to and including termination
  • Responds directly to Step One of the grievance procedure and represents the Employer in the grievance process
  • Interprets and ensures the terms of applicable Collective Agreements are followed within this Branch
  • Plans, schedules and authorizes work schedules for staff reporting to the Manager including overtime, vacation and earned days off. Participates in confidential planning including departmental operations and budget management.
  • Reviews procedures and regulations related to by-law enforcement and makes recommendations for modifications as required; develops inspection programs to implement new regulatory requirements as a result of changes to City and Provincial policies
  • Develops and implements policies aimed at ensuring consistency and excellent customer service across the department as well as working collaboratively with other departments and branches to achieve this same goal.
  • Reviewsdetailed reports related to the operation and performance of the Branch in order to recommend policy or procedural changes
  • Provides input to the department budget process and approves staff training costs
  • Maintains liaison with representatives of other inspections groups and through regular meetings assists with the coordination of by-law enforcement
  • Makes presentations to City Council on issues within building inspections
  • Meets with owners, contractors, tradesmen and architects to discuss and resolve various problems, to investigate and report complaints, and to provide advice and interpretation of relevant by-laws, standards, and procedures related to the Branch’s work
  • Represents the City on various internal and external regulatory and advisory committees
  • Occasionally give evidence in court when violators of City and related by-laws are prosecuted.
  • Authorizes demolition contracts and payments to contractors
  • Other duties/responsibilities as assigned



Education and Experience:

  • Completion of Grade 12, supplemented by technical and administrative training at the post-secondary level
  • Thorough technical knowledge and experience related to building installations
  • Considerable related supervisory experience, OR an equivalent combination of training and experience
  • Experience preparing well-written reports
  • Experience negotiating, leading, and building good working relationships with City staff and external customers
  • Registered Building Official certification, OR an equivalent combination of training and experience
  • Valid Driver’s License for the Province of British Columbia


Knowledge, Skills and Abilities:

  • Extensive knowledge of the Building By-law requirements, policies and procedures
  • Thorough knowledge of relevant building installation practices
  • Thorough knowledge of approved building and related materials and appliances
  • Thorough knowledge of departmental regulations and policies for by-law enforcement
  • Working knowledge of Zoning and development of By-laws, Sign By-laws, Standards of Maintenance & Licensing By-laws
  • Ability to plan, organize and manage the activities of the Branch
  • Ability to handle confidential and/or sensitive information with a high degree of discretion and impartially
  • Ability to provide leadership, including developing support for City-wide policy and procedures
  • Ability to establish excellent working relationships with contractors, engineers and owners, and to give expert advice on building related problems and related matters
  • Ability to enforce by-laws and regulations with firmness, impartiality and sound judgement
  • Ability to implement and maintain safety standards throughout the City within the resources of the Branch
  • Ability to prepare detailed reports on the operation and activities of the branch
  • Ability to establish and maintain positive working relationships with staff, representatives of other inspections disciplines and other civic departments
  • Ability to read and understand plans and to recognize the technical requirements in regard to various installations, and to suggest desirable changes when necessary
  • Ability to work well within a team environment
  • Ability to participate in the development of records utilized to monitor the activities of the branch and to manage the information produced
  • Ability to thrive under pressure and handle multiple tasks and changing priorities within tight time frames
  • Ability to represent the City on various internal and external regulatory and advisory committees


Driver's License and Record Checks

  • A Police Record Check is a requirement of this position.  A clearance requires the absence of any criminal charges or convictions related to this position.
  • A current and valid BC Driver’s License or higher and a satisfactory driving record.
