Main Purpose and Function
A key component of the Operations and Maintenance Group of the Park Board’s Recreation team, this is a technical, leadership position that manages the base building plant operations, specialized recreation facilities such as ice rink ammonia plants, swimming pools, and building services for the recreation department. 

This position is responsible for the technical and supervisory oversight of building operations ensuring that the facilities within the portfolio are:

  • Operated and maintained in compliance with all regulatory requirements
  • Kept in good working order and clean condition
  • Provide an effective platform from which clients and Park Board staff can deliver their services
  • Run efficiently and as economically as possible

 

This position provides the leadership and technical oversight of the mechanical, general maintenance and janitorial staff assigned to the Recreation department. They are involved in the development and implementation of long and short-term maintenance planning as it pertains to recreation facilities. This position assists the division in developing strategic goals and objectives and is responsible for the workplace health and welfare of the operations staff. 


The position reports to the Associate Director, Recreation Services but has frequent interaction with other Associate Directors on the Recreation Leadership Team, Recreation staff, Real Estate and Facilities Management (REFM), and other City Departments. There is also considerable interaction with external agencies such as Community Centre Associations, non-profit operators, WorkSafe BC and Technical Safety BC. This position has a minimum of 2 direct reports, including 2 exempt Superintendent, Recreation Operations. 

 

Specific Duties and Responsibilities
Policies, Procedures and Practices

  • Develops policies, procedures and practices to ensure regulatory compliance of all building systems and equipment
  • Formulates operation plans for delivery of services and sets standards of services provided.
  • Aligns and standardizes operating and safety protocols and practices across all portfolios and buildings
  • Assesses the level of effectiveness of operational and occupation health and safety protocols and ensures that they are aligned and consistent across all facilities and portfolios
  • Oversees the completion of Risk Assessments to identify gaps in regulatory compliance or industry best practice for Building Operations and developing solutions to resolve issues
  • Develops the  annual service plan budget as it relates to portfolio for the Park Board
  • Develops  the four-year capital plan as it relates to capital maintenance and larger capital planning updates for the Park Board.

 

Building Operations

  • Provides the leadership, guidance, problem solving and technical direction to Portfolio Superintendents, mechanical (engineers), general maintenance and janitorial staff serving the buildings on a daily basis
  • Provides technical oversight of contractors or other City staff performing work in portfolio facilities
  • Leads the  development and management of the preventative maintenance plan for recreation facilities for the Park Board.  Formulates plans and presents to senior management for final approval.
  • Compiles, assesses and reports on building operations metrics and performance
  • Validates and recommends plant and equipment modifications, upgrades or replacements and determining preliminary cost estimates and priority ratings
  • Oversees and supports the productive relationship between the building operations staff, recreation staff, and stakeholders such as Community Centre Associations
  • Prepares and submits annual operating budget estimates and monitors and reports on cost variances quarterly
  • Leads the preparation and validation of specifications or scopes of work for service contracts, supplies and equipment purchases
  • Assists Supply Chain Management staff in assessing bids and tender submissions for building operations services or purchases

 

Building Maintenance

  • Oversees the effectiveness of Operator Level Maintenance (daily rounds) and Preventative or Demand Maintenance that is assigned to Portfolio staff
  • Compiles, assesses and reports on maintenance metrics and performance
  • Receives reports on equipment malfunctions and determining corrective action and directs subordinates accordingly

 

Staffing and Discipline

  • Performs personnel administration and general roles including:
    • Hiring and selection
    • Staff development, engagement and talent retention
    • Termination
    • Discipline
    • Performance Management
    • Attendance Management
    • Training and education
    • Other duties/responsibilities as assigned

 

REFM Relationship Management 

  • Provides relationship management between Recreation Operations and REFM, other departments supporting facility operations, responding to partner inquiries
  • Clarifies roles, expectations, processes, governance and services in Operating Level Agreements between Recreation Operations and REFM 
  • Monitors and reports on metrics 
  • Works closely with REFM to resolve issues regarding services responsibilities and service delivery
  • Liaises closely with recreation facility managers, and REFM, regarding maintenance and operations program adjustments, service delivery changes and organizational structure changes
  • Establishes and maintains effective communication and coordination with other divisions, project teams, and departments, consultants and contractors, and also with the different levels of government, outside agencies, not-for-profit organizations, Community Centre Associations and the general public   

 

Integrated Facilities Operations
Working closely with other Park Board and REFM staff to:

  • Serve as the key point of contact between Recreation and REFM on building-related functions and provide strategic and logistical leadership related to maintenance planning, systems replacement planning, system troubleshooting, work order tracking, prioritization of work/projects, Operating Level Agreement etc. 
  • Identify and resolve issues impacting the operation of facilities
  • Identify and implement Continuous Optimization initiatives 
  • Review plans for new construction and renovations and provide comments/suggestions to ensure that facilities can be properly operated and maintained

 

Emergency Planning and Operations

  • Assists in the development of Emergency Response Plans
  • Is subject to recall after hours in the event of emergencies, disasters and other special events as directed by the Director, Recreation
  • In the event of emergencies, responds to facilities and provide on-scene management

 

  • Other duties/responsibilities as assigned.

 

Qualifications
Education and Experience:

  • Completion of Grade 12, plus Building Systems Technician or Technologist and a minimum of six to eight years experience in building maintenance or building operations, or acceptable combination of education and experience
  • Experience with building systems and equipment operations, in developing and overseeing building re-commissioning programs, and in developing and implementing Facilities Optimization projects.

 

Knowledge, Skills and Abilities:

  • Knowledge and understanding of facility operating costs
  • Thorough knowledge of building systems operating practices 
  • Knowledge of energy optimization theory and building re-commissioning practices
  • Knowledge of building automation systems
  • Considerable knowledge of the safe operation of ice rink ammonia plants and of related regulatory requirements (Refrigeration Safety Awareness) 
  • Considerable knowledge of the safe operation of aquatic facilities related regulatory requirements (Pool Operator 1)
  • Knowledge of collective agreements and experience managing unionized employees
  • Working knowledge of Microsoft Office and SAP applications.  
  • Ability to manage regulatory compliance issues with respect to building operations Exceptional leadership skills
  • Think strategically and ability to develop long range plans
  • Ability to develop policies, procedures and protocol 
  • Ability to develop and maintain effective client relationships
  • Ability to develop and evaluate alternative service delivery models 
  • Ability to supervise and manage a team

Driver's License and Record Checks:

  • a current and valid BC Driver’s License and a satisfactory driving record is required as this position will be required to visit facilities across the City

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
