Main Purpose & Function 
The Planner II is a key member of the Area Planning & Implementation team within Community Planning; Long-Range and Strategic Planning. The incumbent will lead the review and implementation of several community and area plans. The work will also include the development of new land use policy. The position will be responsible for providing policy advice on rezoning enquiries and applications, as well as supervise staff on several projects. Communication with residents and stakeholders, as well as collaboration with other City departments and external agencies will be a key aspect of this position.

 

Specific Duties & Responsibilities

  • Project manages numerous initiatives related to the updates and implementation of community and area plans, as well as development of new land use policy and area plans.
  • Designs and conducts public consultation activities, including community meetings and workshops.
  • Works with representatives from other departments and residents to support the implementation of community and area plans.
  • Designs and supervises technical analyses conducted by junior staff.
  • Reviews and provides policy advice on rezoning enquiries and applications.
  • Writes reports, facilitates meetings and presents to other staff, management, City Council and external stakeholders.
  • Supervises junior staff and provides direction and guidance to professional consultants engaged by the City.
  • Other duties/responsibilities as assigned.
  • This position occasionally requires work on weekday evenings and weekends.

 

Qualifications

Education and Experience:

  • A university graduate degree in planning or a related discipline, recognized by the Canadian Institute of Planners
  • Minimum of two years of professional experience related to the duties and responsibilities of the position, or an equivalent combination of education and experience.
  • Membership or eligibility for membership in the Canadian Institute of Planners is desired.

 

Knowledge, Skills and Abilities:

  • Experience in the development and review of land use policies in a multi-stakeholder environment.
  • Considerable knowledge of urban planning, architecture or research subjects and a working knowledge of other subjects applicable to planning work.
  • Knowledge of the City's community and area plans, and related policies.
  • Ability to manage complex land use or policy projects.
  • Ability to lead project teams and supervise staff.
  • Experience in providing complex internal and external policy advice and apply sound professional judgement.
  • Ability to clearly communicate complex issues through Council reports and presentations, or comparable documentation and presentations.
  • Experience in developing and conducting public engagement processes.
  • Ability to exercise initiative and sound judgement in managing workload while delivering projects on time.
  • The candidate must be able to work independently and participate successfully on work teams. 

 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
