Main Purpose & Function

The Engineering Latecomer Program Lead provides leadership and expertise to manage the City’s Latecomer Program, with a particular focus on the Engineering component. The position develops strategies to optimize public infrastructure investments by using best practices through strategic asset management and water management policies to support the growth of the City.


The position works with internal Engineering divisions and other City departments and stakeholders to identify infrastructure latecomer eligibility, maintain GIS data and support latecomer agreement administration.


Specific Duties & Responsibilities

  • Oversees the Latecomer Program, develops metrics and tracks performance (costs/revenue), and ensures quality control of documentation and administration.
  • Provides technical leadership and strategic input into complex development projects and processes related to latecomer eligible infrastructure
  • Applies development holds and supports teams in ensuring these are properly cleared
  • Maintains GIS data and supports Engineering design staff in providing input into the system
  • Supports the creation of latecomer agreements, including developing supporting technical schedules, and communicating with Legal Services and applicants
  • Administers latecomer agreements, including:
    • Latecomer security and charge collection
    • Works with accounting to process charges and refunds
    • Provides and reviews construction estimates and documentation and provides cost approval on behalf of the City Engineer
    • Regularly checks occupancies within latecomer agreements and informs accounting of action items
    • Supports project coordinators/managers in managing the delivery of latecomer eligible assets by developers
  • Provides recommendations on the administrative fee, latecomer resources, the Interest Rate, and by-law amendments and rate setting
  • Provides guidance to the Engineering branches on requirements for costs incurred by the City on latecomer eligible projects
  • Contributes and participates with Planning, Urban Design and Sustainability on community plan projects at the city-wide and/or neighbourhood scale
  • Provides guidance, mentorship and training to branch team members
  • Prepares technical reports, Council Reports, presentations, letters and memos
  • Other duties/responsibilities as assigned



Education and Experience:

  • Post-secondary degree in Civil Engineering, Construction Management or Planning and/or and minimum of two years’ related experience in infrastructure planning, including identifying water and sewer infrastructure needs, capital projects and budget processes, or an equivalent combination of education, training and experience


Knowledge, Skills and Abilities:

  • Considerable knowledge and application of engineering principles related to municipal infrastructure
  • Knowledge of infrastructure cost estimating, services agreements and construction contracts
  • Working knowledge of City by-laws, development process, infrastructure design and construction processes, and policy development processes
  • Knowledge of municipal finance tools, including latecomer charges, development cost models or bylaws
  • Analytical and critical thinking skills with the ability to make sound decisions and resolve complex problems
  • Communication (oral and written), interpersonal and presentation skills
  • Leadership skills with the ability to motivate and engage staff
  • Time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Conflict resolution, mediation and negotiation skills
  • Skill in the use of software applications and databases, in particular POSSE and GIS
  • Ability to develop, manage and assess capital project budgets
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders


Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
