Main Purpose and Function
The Planning Analyst works as part of the Special Projects Office team, working on policy planning initiatives and their implementation including Broadway Plan, Northeast False Creek (NEFC) Plan, Central Waterfront (CWD), East Fraser Lands (EFL), and Jericho Lands. The position also provides support to other policy teams and initiatives as required. The emphasis of the job is on collecting and analyzing information using Geographic Information Systems (GIS), creating information graphics to communicate complex ideas using Adobe Creative Suite, providing project management support and assisting with public consultation and development applications.
Specific Duties/Responsibilities
- Performs technical planning work to support planning projects.
- Conducts special research in areas such as economics, engineering, architecture, sociology, mathematics, and statistics, or other urban planning-related fields.
- Compiles, analyzes, and interprets data related to land use, housing, labour force, and population; generate projections; identify data trends; and present findings in accessible formats.
- Develops and maintains databases, converts external data into standardized formats, and creates graphic materials such as charts, tables, and maps for reports and presentations.
- Uses GIS software to generate spatial data queries and produces visual materials for planning purposes.
- Prepares, supervises, and participates in analyses and reports for specialist surveys.
- Assists in designing and planning projects related to large developments or detailed investigations.
- Provides advice and assistance to supervisors on issues within the Planning Analyst’s area of specialization.
- Supports policy development by researching and analyzing technical data, academic studies, and industry best practices.
- Prepares production-ready materials for presentations, reports, and public communications, including Council reports.
- Organizes and assists senior staff with facilitating meetings, workshops, and consultations, including public awareness campaigns and community outreach efforts.
- Assist with public engagement by organizing and preparing materials for workshops, public meetings, and other outreach events.
- Respond to technical, written, or oral inquiries from City departments, stakeholders, and the public.
- Prepare and deliver presentations to professional work groups or assist senior officials during report presentations.
- Create and maintain public education materials, including bulletins, newsletters, website updates, and presentations.
- Perform additional duties related to divisional planning needs as required.
Minimum Qualification Requirements
Education and Experience:
- University graduation with a degree in urban planning, environmental science, sustainability, engineering, architecture, geography, or related fields and some professional related experience
- A post-graduate degree or recognized diploma in urban planning or a relevant field is an asset.
- Candidates with a post-graduate degree or diploma and no professional experience may also be considered.
Knowledge, Skills and Abilities:
- Considerable knowledge in one of the areas of social, pure, or applied science, or sound theoretical knowledge of urban planning.
- Considerable knowledge of current literature, trends, and developments in own area of specialization.
- Some knowledge in areas adjacent to own field of specialization.
- Some knowledge of basic research techniques, statistics, and preferably, electronic data processing.
- Proficiency in data management, statistical analysis, and research techniques.
- Ability to develop databases and collect, analyze, and interpret statistical and narrative data.
- Ability to present work results, conclusions, and recommendations in graphic and written form.
- Ability to communicate complex concepts clearly and effectively, both in writing and orally, to diverse audiences, including the public, management, external stakeholders, and Council.
- Strong research, analysis, and problem-solving skills with the ability to work with complex data sets and generate actionable insights.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Creative Suite (Illustrator, InDesign, Photoshop) for graphic design, presentations, and report writing.
- Experience with GIS, MapInfo, ArcGIS, and other mapping tools is a plus.
- Experience with public communications and engagement, including organizing meetings, workshops, and outreach campaigns.
- Ability to establish and maintain cooperative working relationships with the public, colleagues, external stakeholders, and officials.
- Ability to prioritize tasks, meet deadlines, and work independently with minimal supervision.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
