Main Purpose & Function

The Planning Analyst will develop and conduct public and stakeholder engagement for projects in the Transportation Design Branch. Robust engagement is critical to deliver high-quality designs to best serve businesses and residents of Vancouver. The Planning Analyst is responsible for researching, analysing, developing public materials, providing opportunities for internal and external stakeholders to provide input, and documenting the engagement process. They will also support the promotion of walking and cycling as a fun, practical and healthy transportation choice.

 

Specific Duties & Responsibilities

  • Developing and implementing engagement strategies tailored to specific transportation projects.
  • Identifying applicable stakeholders to be included in the process and multiple ways for them to participate and provide input.
  • Developing innovative exercises to encourage stakeholder groups and the public to engage in consultation processes.
  • Coordinating engagement processes, including event logistics.
  • Researching and preparing content for technical studies, draft policies, reports, presentations, public notifications, engagement materials, project website, and social media platforms.
  • Translating technical information into material that can be easily understood by a broad audience through collaboration with content experts.
  • Preparing informational and analytical graphic materials such as charts, tables, and maps for inclusion in reports, staff presentations, Council reports, display boards, and other public materials.
  • Analysing and preparing reports on key metrics resulting from consultation processes.
  • Organizing, participating in and facilitating meetings with internal and external stakeholders and the public, including at public meetings.
  • Responding tactfully to technical, written or oral enquiries from other departments and the public.
  • Assisting in the development and analysis of public surveys.
  • Representing the Transportation Division at corporate and public events to discuss/present transportation policy, practice, and promotion.
  • Directing and supervising the work of junior engineering/planning assistants and other staff.
  • Other duties/responsibilities as assigned.

 

Qualifications

Education and Experience:

  • A post-graduate degree in urban planning, landscape architecture, or communications or university graduation and some professional experience in a field related to urban planning
  • A minimum two years related experience preferred.
  • Experience initiating innovative methods to engage and promote programs is an asset.
  • Experience in providing inclusive engagement processes (i.e. accessibility, convenient times/location of public events, documentation of participants/input, and follow-up) is an asset.

 

 Knowledge, Skills and Abilities:

  • Demonstrated knowledge of the City’s transportation policies and related current literature, trends, and developments.
  • Excellent graphic skills and a demonstrated ability to translate complex concepts into accurate, easily understandable products
  • Demonstrated ability to manage priorities, meet deadlines, and function as a team player
  • Experience establishing and maintaining collaborative working relationships with the public, other employees, other agencies, and officials.
  • Experience providing excellent written and verbal communication skills to confidently interact with the public by phone, email and in person on contentious topics.
  • Proficiency in Microsoft Word, Excel, and PowerPoint
  • Demonstrated skill in using Adobe Creative Suite.
  • Experience with survey development and evaluation.
  • Clear and demonstrated interest in public or community engagement
  • Working knowledge of the City’s land use, environment and health policies.

Salary Information: Pay Grade GR-024: $36.45 to $43.04 per hour
