Main Purpose and Function
Reporting to the Senior Project Manager in the Project Delivery Branch, the Project Manager I will assist in providing full life-cycle project management of complex, inter departmental civil infrastructure projects with multi-million dollar budgets. Expect that infrastructure projects to be delivered will feature grey infrastructure, including underground pipes in various materials, sizes and depths, green infrastructure rainwater interventions within public right-of-way and open spaces, and may incorporate opportunistic surface level transportation and public realm improvements.

 

The Project Manager will work collaboratively with multidisciplinary civil consultants, interdepartmentally within Engineering Services, and with other City departments such as Law, Planning, Parks, Facilities, Real Estate, Supply Chain Management and Development Services to identify stakeholder and partner requirements and ensure successful planning and implementation of projects. The Project Manager will help shape and advance project and quality management standards across the Department and be responsible for their practical and consistent application through the client business units in which the role operates.

 

It is anticipated that the successful applicant will support project management and coordination of several high profile, complex and high risk projects ranging between $1M to $50M. These projects involve numerous internal and external stakeholders, expedited construction timelines, and challenging urban site conditions.
 
Specific Duties and Responsibilities

  • Supports the Senior Project Manager in all phases of a project.
  • Collect, coordinate, and control the project lifecycle scope, cost, and schedule on select projects in the planning and implementation of capital construction projects related to infrastructure on City streets.
  • Develop and maintain project documentation, such as: Project Charter, Project Execution Plan, Project Schedule, Risk Register, Stakeholder Plan, Cost, and Progress Reports, etc.
  • Develop and build on established partnerships with internal and external stakeholders necessary to successfully deliver on project objectives; ensuring that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable.
  • Assists the Senior Project Manager with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
  • Assist in the creation and compilation of contract documents required for the procurement of externally delivered consulting and construction contracts. 
  • Support and administer contracts and management of technical consultants retained to support the planning, design and implementation of transportation and utility network modification projects.
  • Coordinate and manage departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
  • Coordinate and manage the construction of internally and externally delivered civil infrastructure projects, with a focus on minimizing impacts to residents, business owners and the public. 

 

Qualifications
Education and Experience:

  • Bachelor or Master Degree in Engineering, Architecture, Planning or Construction Management, from a recognized post-secondary institution with considerable industry experience in design and construction project management with progressively complex, business transformation projects leading multi-disciplinary teams, with preference in civil engineering and construction or an equivalent combination of education and experience.
  • Formal training in Project Management methodologies, preferably consistent with those provided by PMI (Project Management Institute).
  • Project Management Professional (PMP) designation an asset.
  • Registration or eligibility to register as an EIT or P.Eng with EGBC is an asset.

 

Knowledge, Skills and Abilities:

  • Knowledge of and experience with Master Municipal Construction Document (MMCD) guidelines
  • Demonstrated experience in managing complex project schedules.
  • Experience in project management including planning, detailed design, construction, and contract management of engineering projects.
  • Experience in developing and reporting on project and programs, and researching, for various projects and initiatives.
  • Experience in managing teams and diverse stakeholder groups, including internal and external coordination of design and field personnel.
  • Experience in the procurement of consulting and construction contracts considered an asset. 
  • Experience working on projects with a value of over $50 million will be considered a strong asset.
  • Demonstrated ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
  • Proven experience in dealing with multiple tasks, and setting and meeting competing deadlines.
  • Proven ability to establish and maintain positive relationships with internal clients and external partners.
  • Familiarity with the City’s street system and transportation policies and regulations
  • Proficiency in Microsoft Word, Excel, and PowerPoint, and Microsoft Project.
  • Advanced interpersonal, verbal, and written communication skills
  • Demonstrated ability to translate technical information into material that can be easily understood by a broad audience through collaboration with content experts.
  • Excellent presentation skills to public and community groups including the ability to present results in graphical and written form.
  • Ability to direct and supervise the work of junior engineering/planning assistants and other unionized and non-unionized support staff. 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
