Main Purpose and Function

The Project Manager is responsible for providing project management of complex, inter departmental public space projects. The Project Manager will help shape and advance project and quality management standards across Engineering Services and be responsible for their practical and consistent application through the client business units in which the role operates.

 

The position supports project management and coordination of high profile, complex projects ranging between $1M to $4M, as well supporting smaller projects related to creating vibrant public spaces, city-wide. These projects involve numerous internal and external stakeholders, expedited construction timelines, and constrained urban site conditions.

 

Specific Duties and Responsibilities

  • Supports the Street Activities Design and Implementation Team in design and construction of public space projects.
  • Collects, coordinates, and controls the project lifecycle scope, cost, and schedules on select projects in the planning and implementation of capital construction projects related to infrastructure on City streets.
  • Develops and maintains project documentation, such as: Project Charter, Project Execution Plan, Project Schedule, Risk Register, Stakeholder Plan, Cost, and Progress Reports, etc.
  • Develops and builds on established partnerships with internal and external stakeholders necessary to successfully deliver on project objectives; ensures that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable.
  • Assists team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
  • Supports and administers contracts and management of technical consultants retained to support the planning, design and implementation of public space projects.
  • Coordinates and manages departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
  • Coordinates and manages the construction of internally and externally delivered civil infrastructure projects, with a focus on minimizing impacts to residents, business owners and the public.
  • Other duties/responsibilities as assigned

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering, Architecture, or Planning and a minimum of five years of related experience in design and construction project management, or an equivalent combination of education, training and experience.
  • Training in Project Management methodologies, preferably consistent with those provided by PMI (Project Management Institute).
  • Experience with managing progressively complex, business transformation projects leading multi-disciplinary teams, with preference in civil engineering and construction.
  • Experience in developing and reporting on project and programs, and researching, for various projects and initiatives.

 

Knowledge, Skills and Abilities:

  • Knowledge of and experience with Master Municipal Construction Document (MMCD) guidelines.
  • Familiarity with the City’s street system and transportation policies and regulations.
  • Ability to write effectively, prepare status reports and summaries.
  • Ability to speak effectively in public through formal and informal meetings and presentations.
  • Ability to communicate effectively with different stakeholders.
  • Ability to manage large workloads and multitask effectively.
  • Ability to exercise sound judgment in assigning and supervising work of others.
  • Ability to develop and maintain effective working relationships with technical and professional staff, as well as customer departments.
  • Ability to analyze and solve problems and take decisions or make recommendations based upon thorough analysis of facts.
  • Ability to focus on details, while maintaining a balanced high-level view of an assignment.
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.
  • Ability to resolve conflicts arising within the project team or in interactions with stakeholders in the most advantageous manner to all parties involved.
  • Ability to manage change and assist others with adapting to change.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-080: $97,032 to $121,294 per year
