Main Purpose & Function

The Engineering department at the City of Vancouver (COV) has an exciting opportunity for an experienced Project Manager I to be responsible for the timely and efficient coordination of projects in the domain of operational technology (OT), SCADA systems and internet of things (IoT). The Project Manager works collaboratively with primarily the SCADA or OT support teams within Engineering, plus other CoV stakeholders, such as Technology Services and Supply Chain Management to facilitate the successful planning and implementation of projects.

 

The position participates in all phases of the projects, including planning, execution, control and closeout. Working closely with the OT support teams, the PM will identify required resources, determine the project plan/schedule and manage the project team to successfully deliver the assigned projects. We are looking for a candidate with a passion for developing team members, building positive relationships and an enthusiasm for delivering projects to a high level of quality.

 

Reporting to a Senior Project Manager, this position sits within the Engineering Strategy and Standards (ESS) branch, which is responsible for the efficient project management and delivery of City Engineering technology projects requiring a high degree of coordination with other City departments, government agencies, stakeholders, and partners. Work will include coordinating internal and third-party designs; managing consultancies/contracts; and liaising with other government agencies, stakeholders, and partners.

 

Specific Duties & Responsibilities

  • Supports the development, monitoring and management of project work plans (scope, budget, schedule, quality, risk, resources) within approved funding and schedule limitations as identified by senior management in the project charter(s).
  • Prepares, evaluates and maintains reports on project performance including schedule, scope, invoicing, and change control, critical path tracking, issues, risk, and financial management. Makes recommendations as required on items such as scope change or mitigation strategies to Senior Engineers, Associate Director,  and Technology Services
  • Implements, ensures compliance and adheres to all departmental Project Management Framework (PMF) standards, guides, processes and templates.
  • Prepares terms of reference for technical consulting services related to operational technology design and construction; and completes the tendering and selection process.
  • Administers contracts and manages technical consultants retained to support planning, design and implementation of the project.
  • Works closely with the client’s team, SCADA team, and Technology Services to finalize requirements and project scope, to warranty a quality system is installed and tested to design specifications, cyber security standards and any regulatory compliance.
  • Works collaboratively with staff to resolve complex technical, design, operational, or interpersonal issues staff encounter while doing their work.
  • Other duties/responsibilities as assigned.

 

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering or Computer Science with a minimum 4 years related experience in project management, engineering, technology implementation or an equivalent combination of education, training and experience.
  • Experience with Operational Technology and SCADA systems is an asset.
  • Training in Project Management methodologies, practices and processes preferably consistent with those provided by PMI (Project Management Institute).

 

 Knowledge, Skills and Abilities:

  • Strong project management experience on technology projects in the areas of OT, IoT and SCADA solutions and well-versed in cyber security and solution life cycles
  • Past technical expertise and understanding of relevant OT engineering principles and demonstrated experience with commissioning infrastructure in a large utility setting.
  • Knowledge of SCADA, (OT), (IoT) best practices; ability to research, analyze, estimate, and present recommendations to senior management.
  • Strong organizational and time management skills including a demonstrated ability to manage projects and set/meet competing deadlines.
  • Demonstrated ability to take on a leadership role and proactively resolve project conflicts in a timely and effective manner.
  • Strong written and oral communication skills, including the ability to converse with, write reports for, and create/deliver presentations to diverse audiences including colleagues and project stakeholders of varying levels of seniority, and from both technical and non-technical backgrounds. 
  • Demonstrated ability to successfully manage project budgets.
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members, including the ability to impartially resolve conflicts as they arise.
  • Working knowledge of EGBC’s Professional Governance Act or other quality management frameworks.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
