Main Purpose and Function

The Project Manager I, is responsible for the delivery of lifecycle replacement/ renewal of building systems projects in existing civic facilities. This includes but is not limited to the development of project scope and definition, procuring project design and/or construction teams, managing teams during the project assessment, design, construction, commissioning, handover, and closeout phases.  The projects vary in scope from feasibility studies to complex rehabilitation or replacement projects often involving multiple building systems.  Building systems include but are not limited to HVAC, plumbing, electrical, elevating devices, building envelope, structural, controls, and fire and life safety systems.

 

Specific Duties/Responsibilities

  • Manages all aspects of projects to ensure that the City objectives are incorporated into the project.
  • Manages project teams to successfully deliver projects. The team members could be internal departmental staff, consultants and contractors. Has full responsibility for managing staff, including internal hiring. Makes effective recommendations to project sponsor on the engagement of consultants. Assigns work to project team members, specifying deliverables, timelines and quality expectations. Monitors the performance of project team members and takes corrective actions if required. Coaches and mentors team members.
  • Engages with stakeholders and performs investigations to prepare project scope and requirements.
  • Hires consultants to prepare feasibility studies, detailed designs, IFT/IFC/final design drawings, and design specifications.
  • Prepares and updates project budgets for approval by senior staff and/or Council.
  • Coordinates project grant applications and manages grant funding draws by providing project documentation as required.
  • Acts as the City’s representative and liaises between consultants, contractors, clients and City Departments in matters pertaining to project scope, schedule, budget design, construction, project requirements and contracts.
  • Monitors the progress of the work related to budget, schedule, sustainability, quality and completeness; identify problems/ risks; evaluate if alternate approaches should be taken to meet the project targets/requirements.
  • Ensures the projects meet all the program requirements and are delivered within the approved budget and timelines.
  • Reviews plans at various stages for conformity with the program of requirements, cost-effectiveness, and inclusion of later requests made through correspondence or meetings.
  • Reviews change orders, progress payment certificates and recommends payment.
  • Reviews and maintains project cost and project metric data and issues monthly reports.
  • Reviews construction to ascertain it is in general conformance with contract documents.
  • Review consultants’ review and testing reports and recommend action where appropriate.
  • Review legal agreement with consultants, contractors etc. and recommend actions as appropriate
  • Oversees the acceptance, training, commissioning and handover processes for projects assigned.
  • Files and updates project records in corporate financial, project and document management systems
  • Identifies, assesses, implements and documents low cost/no cost operational type measures for inclusion in the project
  • Other duties/responsibilities as assigned.

 

Minimum Qualification Requirements

Education and Experience:

  • Bachelor’s degree in Engineering, Architecture or an equivalent degree in a related field, and a minimum 5 years of experience as a project manager, leading teams through various stages of complex building construction projects in existing buildings, or an equivalent combination of education and experience.
  • Experience as a construction manager, construction superintendent and/or design engineer of record is considered an asset
  • Experience in project management or construction management of capital projects in civic buildings or similar facilities.

 

Knowledge, Skills and Abilities:

  • Thorough knowledge and experience with building systems such as HVAC, heating plant, plumbing, electrical, structural, conveyance, building envelope, building control systems, and fire and life safety systems is required.
  • Familiarity with all aspects of building construction, project delivery, and Canadian Construction Documents Committee (CCDC) standard contract forms (eg CCDC 2, CCDC 5a/5B, CCDC-14)
  • Knowledge of the City of Vancouver Permit practices (building and trade)
  • Ability to deal effectively with architects, engineers, contractors, City Departments and the general public to establish cooperative working relationships.
  • Ability to analyze complex situations, determine appropriate courses of action and prepare reports related to the same for discussion.
  • Ability to write clear, concise and complete reports.
  • Excellent interpersonal oral, written, and presentation communication skills.
  • Results-oriented with the ability to effectively manage multiple projects with tight time lines.
  • Knowledge of Microsoft Office applications such as Word, Excel, PowerPoint.
  • Valid Driver’s License for the Province of BC.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
