Main Purpose and Function

The Special Projects/Process Improvement Manager leads Park Board-wide revenue-generating initiatives, manages multiple small/medium-sized projects and delivers on the Think Big Action Plan in collaboration with the Park Board’s Business Services division and other business units. The position engages in a wide range of project phases including initiation, planning, implementation; assembles and manages project teams to successfully deliver the assigned projects;  responsible for a timely delivery of the projects within budget and to a high level of quality; and promotes the development of a continuous improvement culture, facilitates the ongoing improvement of service delivery, develops key performance indicators and service metrics, and reports on project performance.

 

Specific Duties & Responsibilities

  • Manages project teams that includes internal and external hiring, managing performance, coaching and mentoring, assigning work, and specifying deliverables, timelines and quality expectations
  • Plans projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. 
  • Reviews and assesses commercial and business development proposals
  • Negotiates contract terms, pricing and other conditions to finalize agreements with new and existing partners
  • Participates in confidential planning that may have Park Board-wide operational and financial implications. Ensures that areas such as security, operational sustainment and human factors are well considered and addressed as part of the project. 
  • Develops Project Charters and project plans, and maintains appropriate project documentation over the life of the project, i.e. risk register, issues log, decision/actions log, etc.
  • Executes projects according to the approved Project Charters. Organizes and leads meetings with project teams, stakeholders and vendors as needed and manages actions arising from them. 
  • Facilitates stakeholder inputs to arrive at optimum solution. 
  • Identifies and proactively manages project issues and risks. 
  • Manages project costs to approved budget. 
  • Ensures that project performance meets expectations in terms of timelines and scope completion. Implements adequate internal controls for reporting to senior Management. Regularly reports on project status by conducting meetings with project team members.
  • Ensures proper project closeout at completion. Manages the sign-off process for project deliverables from stakeholders. Organizes and conducts a lessons-learned session. Documents and presents a project closeout analysis. 
  • Represents the Park Board’s interests in meetings, and on City committees and projects as required.
  • Develops future state recommendations and build implementation plans for optimizing business processes and value streams
  • Collects and analyzes data to complete a current state analysis and optimize solutions. 
  • Identifies implications and makes recommendations for changes in processes and procedures that may impact operational areas as well as staffing workloads, working conditions or staffing levels.
  • Identifies and facilitates implementation of appropriate methods and tools for cross-functional operations that may impact operational areas as well as staffing workloads, working conditions, and changes to positions or staffing levels.
  • Conducts various types of data analysis, manages data and monitors outcomes and results 
  • Leads the development of training and orientation 
  • Prepares and conducts presentations to all levels of management and staff
  • Other duties/responsibilities as assigned 

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Business Administration, Commerce, Public Administration, Recreation and Leisure, or similar and a minimum of four years’ related experience managing increasingly complex projects or initiatives, or an equivalent combination of education, training and experience.
  • Training in Project Management methodologies, practices and processes preferably consistent with those provided by PMI (Project Management Institute). Lean Six Sigma training and Scrum Master Certification/Training is an asset
  • Proven experience in business development and revenue generation, preferably within the public sector

 

Knowledge, Skills and Abilities:

  • Knowledge of Project Management methodologies, practices and processes
  • Knowledge in local government, governance, and revenue generation in the public sector
  • Knowledge of the benefits of public-private and intergovernmental partnerships
  • Strong business acumen and an entrepreneurial mindset
  • Knowledge of and ability to Excel, PowerPoint, and Visio.
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Ability to hire, develop and manage staff in a Collective Bargaining environment.
  • Excellent communication (oral and written), interpersonal, facilitation, and presentation skills
  • Ability to write effectively and prepare project updates.
  • Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties
  • Ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions
  • Ability to work well under pressure and manage multiple projects and processes with competing schedules and resources
  • Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups
  • Ability to analyze and solve problems and make recommendations based upon a thorough analysis of facts.
  • Ability to focus on details, while maintaining a balanced high-level view of an assignment.
  • Ability to manage change and assist others with adapting to change.
  • Experience working in a government organization is an asset

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
