Main Purpose and Function

Reporting to the Manager, Street Use Management Branch, the Senior Project Manager, Street Use Management Branch, is responsible for a number of cross functional, cross disciplinary teams working with multiple internal and external stakeholders, and partners to manage both internal and external projects within the City. The position manages cross-department project teams to successfully deliver their projects, with high-quality results within budget and on time.

 

A key project in this portfolio will be leading the development of a shared e-scooter pilot program from start to finish, including pilot scoping, leading a Request for Proposal process to select a service provider, negotiation of a complex multi-year agreement with the selected provider, and overseeing system, planning and implementation. The shared e-scooter pilot and other micromobility initiatives advance key City objectives related to sustainability, resilience, accessibility, asset management, service levels, and supporting local and regional growth.

 

Specific Duties and Responsibilities

  • Manages complex, integrated projects through full cycle from project initiation through to project closeout.
  • Provides direction on and oversees project and project management activities including defining project scope, objectives, success factors, deliverables, and quality measurements to meet the business needs.
  • Validates scope, schedule, resources and budgets with Branch Managers; develops Project Charter and Project Execution Plan; establishes cost and work breakdown structure; manages budgets through life cycle; identifies funding gap and prepares council reports and presentations.
  • Manages a cross-departmental project team, ensuring the delivery of high-quality work according to established schedules and budgets, and facilitating conversations to make sure all involved in a given project or work component are appropriately aligned.
  • Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development.
  • Manages external consultants, including leading the selection and engagement of consultants, ensuring the appropriate consultant is selected for the work at hand, working closely with that consultant to ensure work is on time, on budget and sufficiently high-quality, making recommendations to extend or terminate a contract.
  • Provides business advisory input into project elements, such as the development of business plans, options analysis, strategy recommendations, policy development, business model and/or service delivery design.
  • Provides project status reports and makes recommendations on items such as scope change or mitigation strategies to the Branch Manager, and Project Sponsor(s), and Senior Leadership Team.
  • Contributes to the development of the department’s adoption of project management practices through mentorship, project management framework development and training opportunities.
  • Other duties/responsibilities as assigned.

 

Qualifications
Education and Experience:

  • Bachelor’s Degree in Planning, Engineering or Business Administration and a minimum of six years’ related experience leading multi-disciplinary teams through all stages of complex program/project development and implementation, or an equivalent education and experience.
  • Experience developing and reporting on projects and programs, researching and preparing business cases for various projects and initiatives.
  • Experience managing complex stakeholder consultation (internal and external) and public engagement.
  • Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.

 

Knowledge, Skills and Abilities:

  • Good understanding and interest in current issues and technologies related to transportation and infrastructure within the public realm, particularly active transportation and micromobility.
  • Familiarity with relevant Council plans and policies including Transportation 2040, the Greenest City Action Plan, the Climate Emergency Action Plan and others is a benefit.
  • Working knowledge of quality management frameworks such as EGBC’s Organizational Quality Management processes.
  • Extensive knowledge of project management methodologies, practices, processes and policies and their application.
  • Excellent interpersonal skills to deal tactfully with staff, external contacts, and the public.
  • Excellent leadership skills with the ability to motivate, engage and mentor staff.
  • Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups.
  • Ability to innovate, lead and implement change in the workplace.
  • Ability to converse with, write reports for and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning.
  • Ability to manage large workloads, set priorities and multitask effectively.
  • Ability to develop and maintain effective working relationships with technical and professional staff, as well as external third parties.
  • Ability to exercise sound judgment, develop consensus, and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties.
  • Ability to research, analyze and solve problems and take decisions or make recommendations based upon thorough analysis of facts.

 

here operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
