Main Purpose & Function 
Required to lead the implementation of two high priority projects on behalf of the organisation’s Risk Management department. The first project focusses on the implementation of a citywide governance framework and processes for managing and reducing risks associated with business commitments. The second project focusses on the implementation of a city-wide governance and decision making framework for critical infrastructure and services in order to reduce risks, enhance resilience, and prioritize investments. Both projects will involve varying amounts of People, Process and Technology changes.

Role manages all phases of these projects including planning, execution, control and closeout. Manages the project teams and stakeholders to successfully deliver the projects. Expected to be hands-on with the development of deliverables, gaining stakeholder consensus and leading the implementations. Is responsible for timely delivery of projects within budget and to a high level of quality.


Key Contacts and Reporting Relationships

  • Reports to the Manager – Project Management Office (PMO), Finance, Risk and Supply Chain Management. 
  • On projects, reports to the project sponsor and steering committee
  • Works closely with stakeholders from all levels across the organisation and also with external third parties.


Specific Duties & Responsibilities

  • Scope and manage complex project plans and budgets, including the management of consultants and staff teams
  • Organize and lead meetings & workshops with internal & external stakeholders, including senior leadership as needed.
  • Plan and track project deliverables, clearly identifying project scope, work breakdown structure, budget and schedule as well as project risks, project organization and project management approach.
  • Develop requisite business cases and implementation and monitoring plans / programs
  • Identify and proactively manage project issues and risks. Manage project costs to approved budget. Ensure that project performance meets expectations in terms of timelines and scope completion.
  • Draft recommendations, reports and presentations for staff, stakeholders and council



Education and Experience:

  • Bachelors’ degree in Computer Science, Business Administration, Risk Management, Engineering, or related discipline.
  • Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute).
  • Project Management Professional (PMP) certification preferred but not required.
  • A minimum of three years of Project Management experience in increasingly complex projects.


Knowledge, Skills and Abilities:

  • Demonstrated project management skills and ability to manage complex, multi-stakeholder projects
  • Excellent facilitation and communication skills, ability to translate complex concepts for non-expert audiences
  • Knowledge of leading practices and frameworks for managing business commitments and critical infrastructure desirable
  • Ability to facilitate multi-disciplinary project teams, reconcile differing perspectives, develop consensus and ensure effective working relationships and support from team members and stakeholders
  • Exceptional organizational skills, and ability to prioritize work, handle multiple assignments, and meet deadlines.
  • Ability to analyze and solve problems and take decisions or make recommendations based upon thorough analysis of facts.
  • Ability to focus on details, while maintaining a balanced high-level view of an assignment.
  • Ability to manage change and assist others with adapting to change.
