Main Purpose and Function:  The Senior Fire Data Systems Analyst is responsible for data capturing and data integration work related to the design and delivery of RMS data for VFRS consumption, requiring access to various personnel information. The position will interface with senior management and be responsible for designing and configuring solutions to support the strategic direction for the Department. The Senior Data Systems Analyst is responsible for configuration of the data tools and technologies which result in changes in methods, processes, resources, and
procedures that impact operational areas. Responsible for the design and build-out of the data architecture that supports both central data application creation as well as enabling self-service advanced business practices and supporting the design and adoption of data governance and data management. The work performed will enable VFRS to leverage performance metrics to support strategic, operation and financial decisions as well as support service transformation by driving accountability, improving transparency and increasing value for money. Technologies in use or may be used in the future include: Qlik, PowerBI, Excel, FDM, First Due, SAP, Telestaff.

 

Key Contacts and Reporting Relationships: The position reports directly to the Assistant Chief of Strategy and Policy and works closely with managers and staff in as well as key business representatives across the City. Works with front-line supervisors, departmental calibrates tools to translate raw data into valuable business insights and provides insights and recommendations to senior staff using strong logical reasoning skills and business intelligence to drive high performance and quality.

 

Specific Duties/Responsibilities:

  • Leads, consults, and participates in business process reviews of Business Units, including  provision of recommendations for  opportunities for improvement
  • Leads projects, conducts value stream mapping and identifies relevant KPIs that will be cross functional in nature and require engagement with various business units and departments
  • Develops future state recommendations and builds implementation plans for optimizing business processes and value streams
  • Collects and analyzes data to complete a current state analysis and optimize solutions
  • Identifies implications and makes recommendations for changes in processes and procedures that  may impact on operational areas
  • Prepares and conducts presentations to, and/or facilitates decision-making for, Division/Branch Heads Department Management teams, Project Steering Committees, and Business Unit Managers.
  • Creates a standard department wide methodology for benchmarking performance and efficiency
  • Designs and creates consumable data analytics, including departmental metrics, using BI tools.
  • Identifies and corrects data discrepancies and builds a data quality assurance model.
  • Extracts data and reports from multiple sources requiring access to personnel information within systems (e.g. Operations, Training, and Prevention) and maximize utilization of Departmental BI tools.
  • Builds systems to transform raw data into actionable business insights and reportable goals.
  • Conducts quality assurance and control procedures to ensure accuracy and completeness of data.
  • Applies industry knowledge to interpret data and improve performance.
  • Keeps abreast of industry news and trends and apply to data systems to provide relevant metrics.
  • Designs and documents performance measurement framework.
  • Develops and maintains user training and documentation.
  • Performs other duties as assigned.
     

 

Minimum Qualification Requirements
Education and Experience:

  • A related bachelor’s degree (i.e. Business Administration, Computer Science, Statistics, Data Management) or an equivalent combination of education, training and experience.
  • Minimum of 4-5 years of experience supporting business information systems, business intelligence or reporting systems, and two (2) years project management experience.

 

Knowledge, Skills and Abilities: 

  • Considerable knowledge of business practices in effect at other local and more senior governments, and in private industry.
  • Advanced knowledge of performance metrics, finance, and business concepts.
  • Working knowledge in project management and market research.
  • Knowledge of current Business analysis techniques.
  • Advanced knowledge of Data modeling and data management principles.
  • Knowledge of Qlik, PowerBI, Excel, SAP Business Warehouse, SAP AOLAP, SQL Server and SQL Data Warehouse; familiarity with other business intelligence tools.
  • Significant knowledge of computers, computer systems, programs and capabilities.
  • Knowledge of Fire, medical or other emergency services is preferred.
  • Excellent verbal and written communications skills and presentation skills, with ability to articulate ideas in both written and verbal form across all levels of the organization.
  • Ability to support and facilitate complex multi-stakeholder initiatives and engagements.
  • Ability to link financial and operational metrics with strong business acumen.
  • Ability to support and develop strategies to support major corporate decisions and identifying performance measures to inform strategic decisions.
  • Ability to think innovatively, research sound decision, solve complex problems and present solutions in clear and compelling terms.
  • Ability to simultaneously manage multiple organizational priorities, projects and deadlines.
  • Ability to initiate business process improvements, supporting strategic decisions and change initiatives for a large organization.
  • Ability to strategically answering complex business problems through data analysis, scenario modeling and creative thinking.
  • Ability to use business intelligence, data management, BI tools, data mining, designing reports and dashboards to facilitate evidence based effective decision making.
  • Ability to understand unionized environments and grievance procedures to ensure compliance in related procedures and programs.
