Main Purpose and Function
The Residence Manager is responsible for operating housing facilities. This is a supervisory and administrative role with a varied nature involving the responsibility for managing and operating facilities providing low income rental accommodation to eligible adults. The Residence Manager is responsible for onsite tenant management strategies and processes, working in unison with the Non Market Housing Operation’s Director and Manager in delivering the mandate of safe, secure, and affordable housing to vulnerable and marginalized populations. The Residence Manager is responsible for ensuring the building is maintained in a condition which is suitable for continued occupancy, and that the standard administrative procedures of the City are followed in regards to ordering supplies, calculating and collecting rent and maintaining required records. The Residence Manager maintains contacts with representatives of community agencies in order to assist tenants in accessing resources and to promote social and recreational activities for tenants.
Specific Duties/Responsibilities
- Monitors the operation of the facility and the well being of tenants on a daily, on going basis, working cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
- Acts as a liaison between tenants of the facility and representatives of community associations and government agencies to further support tenants to access resources that promote their wellbeing and stability.
- Establishes and maintains necessary standards and other controls to ensure the safety of the premises and quiet enjoyment by residents.
- Issues breach letters and Notices to End Tenancy for late or non payment of rents and for non compliance of material terms; initiates eviction proceedings, attends Residential Tenancy Branch arbitration hearings as and when required. In consultation with the Director, obtains a Writ of Possession and engages Bailiff services when required and endorses the mandate for the Non Market Housing Operations department.
- Provides leadership to Residence Attendants, models behaviors that support values such as team work, good judgement, and compassion.
- Developing, coaching, and mentoring staff; attracting, retaining, supporting, and recognizing staff.
- Ensures compliance with all OH&S requirements including ensuring all new employees are safety oriented with onsite OH&S training and worksite inspections are completed
- May assist in scheduling of staff and arranging for shift replacements as needed.
- In cooperation with the Supervisor of Building Services, ensures the facility is well maintained, cleaned and identifies any problems with the level of janitorial service to the Supervisor of Building Services and the Director.
- Conducts interviews with applicants for unit vacancies, ensures applicants are aware of and meet housing eligibility requirements, and maintains a wait list of qualified applicants in accordance with established criteria.
- Maintains expenditure records and reviews these on a monthly basis against the appropriation for several accounts.
- Performs data input into various computer systems / formats, provides accurate reports and forms as per policy or procedure, effectively capturing tenant information and facility maintenance related items, supports accurate tracking mechanisms for reference and sharing purposes; carries out rental calculations, responds to maintenance callouts, tracks transactions and work orders or other operational requirements as needed.
- Maintains other records related to annual rent calculation for subsidy adjustments, rent collection and occupancy in accordance with established procedures.
- Collects rents on a monthly basis, issues official receipts, and completes bank deposit slips and remittance forms. Follows up with tenants on non payment of rent or habitual late rent scenarios.
- Performs safety and wellness checks on residents in accordance with policy and procedures; reinforces the practice with subordinates and monitors overall compliance and outcomes.
- Reports maintenance problems to the appropriate personnel, escalating urgent maintenance needs as required through the established procedural communication strategies and protocol.
- Utilizes internal staffing resources and coordinates the completion of work orders with REFM to promptly prepare vacant units for occupancy according to standards of maintenance and housing policies and procedures.
- Performs move in and move out condition inspections as well as annual unit inspections that accurately document and track changes in unit conditions and which are provided for backup when necessary and according to the Residential Tenancy Act.
- Promotes social and/or recreational activities for the residents and encourages their participation.
- Assists in the preparation of the annual budget submission by reviewing expenditures of the previous year and identifying variations.
- Maintains operational files to support BC Housing’s terms outlined in the operating agreement, assisting in the preparatory measures of an operational review when applicable.
- Answers emergency calls during off hours and promptly communicates critical incidents to the Director and Manager.
- Performs basic janitorial tasks such as replacing light bulbs, dry mopping common areas and hallways, cleaning common areas and washrooms as needed, wet mopping spills as required and removing garbage from buildings within common areas when janitorial staff is not on duty; assists in the maintenance of health and sanitary conditions of the building as required.
- Performs other duties/responsibilities as assigned.

Qualifications
Education and Experience:
- Completion of grade twelve required, post secondary degree or diploma in the social services sector preferred.
- Considerable related experience in non profit housing with an emphasis on working with people who experience issues with mental health, addictions, homelessness and/or poverty, or an equivalent combination of education and experience.
- Experience in a supervisory role in a unionized environment and application of Collective Bargaining Agreement preferred.
- Building Manager Certification an asset.
- A Valid Occupational First Aid Level 1 Certificate
Knowledge, Skills and Abilities:
- Considerable knowledge of the aim and philosophy of non market housing.
- Considerable knowledge of the histories, barriers and co occurring disorders of the tenant group.
- Working knowledge/understanding of mental health and addiction complexities, including harm reduction principles and practices.
- Considerable knowledge of modern supervisory and office management procedures.
- Considerable knowledge of community resources and public assistance available to tenants.
- Working knowledge of departmental policies and standard administrative procedures of the City of Vancouver.
- Working knowledge of the applicable by laws, Acts including the Residential Tenancy Act and Privacy Act, rules and regulations related to landlord tenant relationships, OH&S and WSBC.
- Some knowledge of property management philosophies and practices.
- Some knowledge of general building maintenance.
- Skills to carry out minor maintenance and cleaning tasks.
- Ability to establish and maintain effective relationships with staff, tenants, the public and civic officials.
- Strong written and verbal communication skills.
- Ability to effectively direct the work of subordinate staff.
- Ability to respond calmly and appropriately to problematic behaviour using an understanding of the behaviour’s context and function.
- Ability to enforce rules and regulations with firmness and tact.
- Ability to perform First Aid when required.
A Police Record Check is a requirement of this position. A clearance requires the absence of any criminal charges or convictions related to this position.
