Main Purpose & Function 
Reporting to the Manager, Risk Financing and Loss Control, the Analyst analyses loss trends and problem areas, and the effectiveness of loss control initiatives and risk financing programs. The position establises risk awareness systems that allow stakeholders to make business decisions where the risks and opportunities are the key consideration for decision making. The Analyst also accesses confidential information and makes recommendations for changes in methods, processes and procedures that may impact financial and operational areas as well as staffing workloads, working conditions, changes in positions or staffing levels.

 

Specific Duties & Responsibilities

  • Analyses loss trends and problem areas, and the effectiveness of loss control initiatives and risk financing programs.
  • Designs and implements risk awareness systems to enhance the City's risk management efforts.
  • Analyses the City’s risk financing needs by reviewing and understanding City operations, properties, facilities, contractual obligations, and third party activities and the legal liabilities associated with them.
  • Monitors City’s loss trends and market trends associated with risk financing, and recommends strategies and contingency plans to ensure that the City is adequately protected, either through insurance or other risk financing methods.
  • Develops training for stakeholders on insurance contract requirements in leases, consulting and service contracts, on identifying loss exposures, and establishing loss prevention techniques.
  • Maintains and enhances systems for ensuring the accuracy and completeness of the City’s property inventory.
  • Provides specialized expertise and range of high quality consulting services in relevant areas to stakeholders on risk financing, insurance, claims and loss control.
  • Assists Legal Services and other departments to ensure City contracts have appropriate contractual language in relation to loss prevention provisions, risk financing clauses and insurance protections.
  • Investigates and recommends ongoing risk management solutions.
  • Supports the efforts to plan, implement, and control a portfolio of risk financing programs to protect the City's assets and operations and to minimize adverse effects of third party litigation with respect to day to day operations.
  • Prepares reports on budgets and forecasts related to the materialized and potential risks.
  • Completes special projects as requested by the Manager.
  • Other duties/responsibilities as assigned.

 

Qualifications

Education and Experience:

  • Bachelor's Degree in Business, Management or an equivalent combination of education, training and experience
  • Chartered Insurance Professional (CIP) designation
  • Canadian Risk Manager (CRM) certification
  • Minimum of 5 years of experience in risk financing and loss control

 

 Knowledge, Skills and Abilities:

  • Extensive knowledge of risk management, risk financing and loss prevention
  • Extensive knowledge of business analysis, process mapping, and interdependency modelling principles and practices
  • Extensive knowledge of Microsoft Office applications such as Word, Excel, PowerPoint, Access
  • Considerable knowledge of contract language, including insurance provisions and indemnity clauses
  • Considerable knowledge of project management methodologies, processes, standards and policies
  • Ability to perform thorough, complete and accurate work
  • Ability to collect, organize and analyze data
  • Ability to communicate effectively orally and in writing
  • Ability to work collaboratively and interact respectfully and persuasively with a variety of internal and external contacts
  • Ability to design and deliver training
  • Ability to work well under pressure, handle multiple tasks and changing priorities with tight time frames
