Main Purpose and Function

The Senior Asset & Project Closeout Manager will lead the Host Committee’s closeout process and take ownership of the asset post-event lifecycle. This role will build the asset register, manage the physical and administrative handover of goods, oversee storage, guide valuation, and coordinate recycling, donation, resale, or disposal. In addition, the position will manage knowledge transfer from all workstreams, ensure continuity for residual obligations, and deliver all required closeout reports to FIFA and Provincial authorities.

 

The work done here will form the official record of how the Host Committee closed out its responsibilities and will be relied on for years to come. This is a large, time-bound operational assignment that requires significant organization, ability to make decisions quickly, experienced with government processes, and working independently in a fast-moving environment.

 

Specific Duties and Responsibilities
Asset Strategy and Lifecycle Planning

  • Develop a complete master inventory of all Host City–acquired assets, including asset type, value, location, condition, and intended disposition.
  • Establish standards for asset tagging, cataloguing, tracking, and reconciliation across all work streams.
  • Build and deliver an asset disposition plan that aligns with Provincial obligations, environmental commitments, financial controls, and City procurement policies.
  • Work with work stream leads to confirm asset ownership, liability, warranties, and transfer conditions post-event.

 

Asset Coordination and Storage

  • Identify, secure, and manage interim storage locations suitable for high-value and sensitive assets.
  • Coordinate all logistics and movements of physical assets between sites, storage, resale locations, and donation partners.
  • Oversee the intake, inspection, and condition reporting of assets once they return from operational sites.
  • Implement processes to prevent loss, damage, or misallocation during the closeout period.

 

Disposition, Resale, and Community Benefit

  • Lead the resale, auction, donation, repurposing/re-use, or recycling of assets based on value, usefulness, branding restrictions, and sustainability goals.
  • Liaise with the City’s Supply Chain Management and Legal teams to ensure all disposition methods meet policy and financial requirements.
  • Identify opportunities for asset reuse across City departments or local community organisations where appropriate with an emphasis on the Circular Economy.
  • Manage vendor relationships for auctions, buy-back programs, recycling services, and third-party disposal providers.

Governance, Reporting, and Stakeholder Management

  • Interface with Provincial partners to ensure full compliance with agreements, reporting timelines, and legacy expectations.
  • Lead close out reporting and final documentation, including comprehensive closeout reports for all stakeholders to ensure transparency and compliance.
  • Ensure records align with SOFI and Financial Information Act requirements, as well as internal audit standards.
  • Own the documentation trail for all disposition decisions, including valuation assessments, approvals, disposal certificates, and audit logs.

 

Documentation and Archiving

  • Produce a full asset closeout package for Provincial and Federal records, including the final asset register, disposition summaries, financial reconciliations, and legacy documentation.
  • Ensure all materials are organised, accessible, and stored according to City and Provincial archival retention standards.
  • Document all learnings, gaps, and recommendations for future major events.

 

Risk, Compliance, and Controls

  • Identify risks related to asset loss, damage, improper disposal, or financial exposure.
  • Develop mitigation plans, including site controls and vendor oversight.
  • Ensure brand/IP compliance for any assets containing FIFA marks or restricted content.
  • Support Finance with year-end or post-event audits as required.
  • Other duties as assigned.

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Finance, or a related field
  • 8+ years’ experience in asset management, supply chain, logistics, surplus disposition, finance consulting, event operations, or a related field.
  • Preferred Master’s degree (MBA or Master’s in Finance, Operations, or Project Management) or Professional certifications such as CPA, CPSM or PMP

 

Knowledge, Skills and Abilities:

  • Advanced proficiency in SAP, VanDocs, and other ERP systems.
  • Knowledge of IFRS, GAAP, and public sector financial compliance standards.
  • Expertise in asset lifecycle planning, inventory management, and disposition strategies.
  • Strong understanding of government procurement policies, audit standards, and archival retention requirements.
  • Ability to manage large-scale closeout projects under tight timelines.
  • Skilled in negotiation, vendor management, and contract compliance.
  • Excellent documentation and reporting skills for audit and legacy purposes.
  • Ability to identify community benefit opportunities through asset reuse and sustainability initiatives.
  • Ability to lead cross-functional teams and coordinate with multiple stakeholders

Salary Information: Pay Grade RNG-080: $99,947 to $124,934 per year
