Main Purpose and Function

The Senior Category Manager is accountable for leading, improving and sustaining the procurement category management function in the Supply Chain Management department to publicly acquire the goods and services required for the City’s operation and enterprise activities and/or delivery of major capital projects in support of the strategic objectives of the organization. Provides senior management level oversight of the shared services procurement organization, this position is responsible to deliver exceptional customer service to internal business unit partners and provide leadership and direction to other managers and procurement professionals in the department with the purpose to achieve overall best value to the organization. Manages and leads complex and high profile procurement projects. The position champions a continuous process improvement culture, challenges the status quo and transforms the procurement practices to meet internal business unit partner needs and support them to achieve their financial and operational goals. The Senior Category Manager is responsible developing and implementing procurement, strategic sourcing and category management strategies while managing and developing long-term relationships externally with vendors to ensure timely and cost effective sources of supply while mitigating risks across the supply chain. The Senior Category Manager incorporates a sustainability and total cost of ownership perspective as an integral component for the products and services procured for the City.

 

 

Specific Duties & Responsibilities

  • Leads the Procurement Category Management function within the Supply Chain Management department to ensure overall best value for the organization.
  • Acquires goods and services required for the City’s operation and enterprise activities and/or the delivery of major capital projects in support of the strategic objectives of the organization.
  • Manages complex, high profile and sensitive procurement projects, which require intricate planning, multiple stakeholder engagement and innovative problem solving.
  • Provides trusted and strategic advice to meet the internal business unit partners needs.
  • Delivers exceptional customer service throughout the development of procurement strategies and implementation of spend management and contract and vendor performance management processes.
  • Conducts periodic internal and external business partner reviews with the purpose to establish continuous improvement and total cost of ownership reduction opportunities
  • Develops and maintains strong working long-term relationships with internal and external stakeholders.
  • Mitigates risk for the organization by ensuring public procurement activities are in strictly adherence to the City’s Procurement Policy.
  • Drafts and presents reports, strategies and business cases; provides guidance and recommendations to audiences at different levels in the organization.
  • Directs the work of other managers and procurement professionals in the department providing oversight of the development and implementation of public procurement best practices.
  • Managing a team of direct reports and responsible for:
  • - Hiring, training, developing, engaging and providing coaching to other managers and staff in the department.
  • - Evaluation of performance, authorization of vacation, overtime and other leaves.
  • - Handling of disciplinary matters along with active participation and support to other managers in the grievance process.
  • Establishes annual procurement cost saving targets and regularly reports savings results.
  • Negotiates complex terms and conditions to ensure the establishment and implementation of vendor contracts.
  • Manages cross-functional multi-disciplinary teams.
  • Develops and sustains processes and procedures for efficient sourcing and procurement, supported by information technology such as ERP and/or e-Sourcing systems.
  • Assigns, supervises and reviews the work of other managers and staff in the department to ensure efficient, timely and consistent delivery of services, as required
  • Remains flexible and is able adapt to changing circumstances.
  • Demonstrates persistence and resilience in overcoming obstacles.
  • Works closely with the Chief Procurement Officer to identify opportunities and establish objectives and work with departmental staff and other internal stakeholders to achieve the goals set for the category management function.
  • Other duties/responsibilities as assigned.

 

Qualifications

Education and Experience:

  • Bachelor's Degree in Business or other related degree programs required and a minimum of 7 years leading procurement teams and experience in one or more of the following areas: program management, project management, supply chain planning, contract management, negotiations, vendor performance management, business analysis, business case development, or an equivalent combination of education, training and experience.

 

Knowledge, Skills and Abilities:

  • Extensive knowledge managing competitive bidding processes and strategic management of complex procurement categories and large spend portfolios.
  • Extensive applied knowledge in leading project teams to achieve quantifiable savings by applying various strategic sourcing and category management methods.
  • Extensive and applied knowledge of relevant laws and procedures; contracting methods; and supply chain management practices.
  • Extensive and demonstrated leadership skills and the ability of influence others towards the achievement of organizational goals.
  • First-hand working knowledge of strategic sourcing methodology.
  • Strong organizational and time management skills.
  • Excellent interpersonal skills and ability to build and maintain effective working relationships with internal and external contacts under circumstances that may be controversial, considerably complex and time sensitive.
  • Skilled in dealing openly, tactfully in a variety of situations.
  • Strong project management skills.
  • Strong negotiation and oral communication and presentation skills.
  • Excellent report writing skills to prepare procurement strategies and contract award approval documentation.
  • Excellent interpersonal skills.

  • Proficient using the Microsoft Office Suite
  • Valid BC Class 5 Driver’s License

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
