Main Purpose and Function
The City of Vancouver is looking for an experienced, visionary leader to support our objective of service modernization. Responsible for the delivery of reusable enterprise capabilities that can be leveraged across digital products and services in areas including identity, payment processing, address management and others as driven by organizational priorities, this role presents an exciting opportunity for the right technologist to drive change and maximize the value and impact of strategic technology investments
The Senior Manager: Enterprise Capabilities, Technology Services is responsible for planning, directing and co-ordinating the operations and strategic development of services and products to optimize the performance of processes across areas including Technology Services and the City. They are Responsible for collaborating with other business and technology leaders to design, implement, deliver and operate enterprise services and solutions that generate business value.
The Senior Manager: Enterprise Capabilities provides the vision for a suite of innovative digital services, creates the roadmap, continuously manages feature prioritization (including analysis and fixes) and works closely with project management, supporting TS, Digital and Business areas to ensure scheduled delivery of services. Ultimately, the Senior Manager: Enterprise Capabilities works with key business and TS, Digital and contact centre stakeholders to ensure alignment between business drivers and goals, TS capacity and capability and agreed, prioritized direction of service evolution.
The role contributes to departmental planning activities, making recommendations for changes in methods, processes and procedures that may impact financial and operational areas as well as staffing workloads, working conditions, changes in positions or staffing levels.
Specific Duties/Responsibilities
Leadership and Guidance:
● Provides leadership and guidance to staff, contractors, and vendors for the successful delivery of enterprise capabilities identified as critical to the Annual Technology Plan and operational targets.
● Guides team supervisors and members in analyzing and resolving complex problems, assessing risk and impact on business units.
● Presenting optimized solutions that blend business, technological, process and knowledge capabilities.
Product and Service Ownership:
● Owns and sets the strategy for related products and services oriented to modernization of City services, ensuring alignment with business unit goals.
● Manages a backlog of features and requirements, working with stakeholders to monitor impacts of business and technology changes.
Technology Planning, Innovation and Service Excellence:
● Leverages emerging technologies, including cloud-based services, to drive efficiency and effectiveness.
● Conducts technology assessments, analyzes the competitive landscape, and incorporates industry innovations into product planning.
● Identifies and measures key customer service KPIs, develops strategic objectives to improve service delivery, and enhances effectiveness and efficiency.
Stakeholder Collaboration:
● Partners with City Departments and internal stakeholders, fostering positive relationships and supporting Service Level Agreements.
● Represents the Technology Services department at senior management levels to ensure cohesion during process evolution.
Business Alignment and Collaboration:
● Collaborates with business leaders to understand business drivers, challenges, and strategies for improved outcomes.
● Recommends technology solutions impacting processes, procedures, job responsibilities, and staffing levels.
Decision-Making and Team Leadership:
● Accesses sensitive strategic and business information for informed decision-making that impacts service delivery.
● Applies complex corporate knowledge to develop strategic plans and operating models, requiring extensive technical know-how.
● Leads a team of technical supporting roles, providing direction, coaching, and accountability for product deliverables.
● Manages hiring, performance evaluation, coaching, career development, succession planning, and training.
Service Delivery Framework and Model:
● Designs and scales service delivery frameworks and enterprise capabilities for multidisciplinary teams, both internal and external-facing digital offerings.
● Orchestrates enterprise governance for coordinated and aligned team efforts.
Project Management, Continuous Improvement and Reporting:
● Leads the transition from project-based to product-oriented work, focusing on outcomes and team coordination.
● Promotes shifts in governance, learning approaches, and team models for enhanced adaptability and co-creation.
● Conducts regular technology assessments, reports on portfolio product status, and communicates with business units and TS teams.
● Stewards and evangelizes critical shifts required for a successful transition to a co-creation team model.
● Undertakes other duties and responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:
● Bachelor’s degree in computer science or business administration and a minimum of seven (7) years of relevant TS experience as Product Owner or Technical Product Manager, or an equivalent combination of education, training and experience.
● Experience working within organizations that are multi-disciplinary and have numerous stakeholders with competing interests
● Experience with business analysis and/or process engineering
● Five – 10 years of recent experience as a technologist, with a particular focus on identity management, payment processing, and service management.
Knowledge, Skills and Abilities:
● Extensive knowledge of the techniques required to:
o Formulate a product strategy and develop a product vision
o Leverage human-centred and service design approaches to ensure products and services address real user needs
o Define MVP (Minimum Viable Product) as a whole and for releases
o Perform feature and activity prioritization (knowledge of different prioritization techniques: KANO, Cost-Value, Quality Function Deployment, Opportunity Scoring, Buy a Feature, Story Mapping and MoSCoW.
o Assign value to features with a corresponding measurement (metric).
● Possess a deep understanding of digital trends and emerging technologies and proven track record of incorporating the same into an organization's digital strategy.
● Extensive knowledge of application lifecycle management
● Extensive knowledge of technology solutions and trends relevant to a business unit’s needs
● Extensive knowledge of leadership/management practices and procedures
● Excellent analytical, writing, and communication skills
● Strong attention to detail
● Excellent customer service skills and expertise in relating to vendors, c-suite stakeholders and business colleagues.
● Demonstrated operational and project management skills: outcome focused and team oriented.
● Ability to foster a culture of innovation within the organization, driving creativity and out-of-the-box thinking. This includes experience in managing and leading innovation teams or initiatives.
● Ability to negotiate and obtain agreement among different stakeholders and competing priorities and objectives
● Ability to effectively and positively influence others in a team-oriented, collaborative environment.
● Ability to communicate effectively; foster high standards; coach; inspire and manage multi-disciplinary teams in a fast-paced, performance-focused environment using excellent interpersonal, visual design, presentation and written skills.
● Ability to establish and maintain effective working relationships with a variety of internal and external contacts and team members to provide advice, information and assistance.
● Ability to handle business critical, confidential and sensitive information.
● Ability to work under pressure, manage multiple priorities and respond to requests in a timely manner.
