Main Purpose and Function


The Senior Project Engineer is responsible for developing work plans, proposals, administration of contracts, schedules, and budgets to deliver City-owned engineering infrastructure required to implement the Northeast False Creek Plan and other infrastructure projects as required.  This position manages and reports out on scope, schedule and budget for internally and externally delivered work related to the delivery of City Engineering assets. Work includes administering and coordinating internal and third-party designs; consultancies/contracts; facilitating the project with other government agencies, stakeholders, and partners; and leading the rezoning and development permit processes for engineering related works for NEFC development sites with limited support from the Development and Major Projects Branch.

 

Specific Duties and Responsibilities

 

  • Develops, monitors and manages project work plans and business cases (scope, budget, schedule, quality, risk, resources) within approved funding and schedule limitations as identified by senior management in the project charter(s).
  • Prepares, evaluates and maintains reports on project performance including schedule, scope, invoicing, and change control; critical path tracking; issues, risk, and financial management.
  • Builds on established partnerships and/or develops partnerships with internal and external stakeholders necessary to successfully deliver on project objectives, ensuring that stakeholders are identified, engaged, informed and given opportunities to shape project details as applicable.
  • Prepares terms of reference for technical consulting services related to civil engineering design and construction; and complete the tendering and selection process.
  • Oversees contract administration and management of technical consultants retained to support planning, design and implementation.
  • Reads, reviews, interprets and critique engineering designs and specifications related to engineering infrastructure.
  • Applies best practice and knowledge of utility design and asset management. 
  • Represents projects in public engagement processes, including attendance at meetings and workshops.
  • Leads the engineering review for rezoning and permitting of key NEFC development sites, as required. 
  • Prepares and makes presentations to Council and Committees of the Whole, and advisory committees to Council.
  • Provides project status reports and makes recommendations on items such as scope change or mitigation strategies to Associate Director, and Director of Projects & Development Services.
  • Implements, ensures compliances and adheres to all departmental Project Management Framework (PMF) standards, guides, processes and templates and implements projects following the departmental project management framework.
  • Managers staff (including hiring, coaching, and performance management) may be required.
    Other duties/responsibilities as assigned.

 

Qualifications

 

Education and Experience:

 

  • Bachelor’s degree in Civil Engineering with a Professional Engineer designation and a minimum of 6 years demonstrated success leading effective teams.
  • Experience in project management, engineering, or a related field.

 

Knowledge, Skills and Abilities:

 

  • Thorough knowledge and application of civil engineering practices related to the work.
  • Working knowledge of the City’s policies and regulations.
  • Working knowledge of the development rezoning and permitting processes. 
  • Working knowledge of EGBC’s Organizational Quality Management processes or other quality management frameworks.
  • Strong organizational and time management skills including a demonstrated ability to manage high profile projects and set/meet competing deadlines.
  • Ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
  • Ability to research, analyze, estimate, and present recommendations to senior management.
  • Strong written and oral communication skills.  
  • Ability to manage project and program budgets and develop cost recovery models.  
  • Ability to build and maintain excellent working relationships with the public, outside agencies and other employees while respecting the sensitivities and trade-offs of decisions.  
  • Ability to influence others while respecting the sensitive and political challenges that impact decisions.
  • Ability to converse with, writes reports for, and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning.
  • Experience with the municipal development approvals process an asset.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-091: $114,465 to $143,092 per annum
