Main Purpose and Function

The Senior Project Manager, Project Delivery Branch, is part of a cross functional, cross disciplinary team working with Design and Operation groups, multiple internal and external stakeholders, and partners to project manage both internal and external design-build of major civil infrastructure projects within the City. The position will be responsible for managing a team of unionized and exempt staff and will be ultimately responsible for all project management activities required for successful project delivery.

The position will report directly to either the Deputy Branch Manager, Project Delivery Branch and the Branch Manager of Project Delivery. They will work in a matrix environment supporting client business units. This position will lead cross functional project teams which will include engineers, engineers in training, superintendents, engineering assistants, and other technical and support roles. The position will also manage third party consultants and/or contractors. The position will be responsible for managing a portfolio of 3-6 projects, each ranging in value from $3 - $35M+. These projects are typically undertaken on major City arterials, and involve upgrades and/or replacement of critical sewer, water, electrical and street infrastructure to service long-term community needs and progress key City objectives related to asset management, service levels, sustainability, resilience, accessibility and supporting local and regional growth.

The position will contribute to the adoption of the Engineering Department’s project management framework and will develop, shape, and advance project and quality management standards across the Department and be responsible for their practical and consistent application through the client business units in which the role operates.

Specific Duties and Responsibilities

• Manages complex, integrated projects through full cycle from project initiation through to project closeout
• Provides direction on and oversees project and project management activities including defining project scope, objectives, success factors, deliverables, and quality measurements to meet the business needs
• Validates scope, schedule, resources and budgets with branch managers;  develops Project Charter and Project Execution Plan; establishes cost and work breakdown structure; manages budgets through life cycle; identifies funding gap and prepares council reports and presentations
• Oversee the procurement and management of external design consultants and external construction contracts
• Lead a team of direct reports and supporting staff, including hiring, coaching, and performance management.
• Provides management oversight over the project lifecycle of technical design development, including conceptual street and public realm design, detailed geometric design, and sign and pavement marking design
• Participates in public processes and effectively liaises with other City Departments and outside agencies
• Works with a team of Design and Operations groups, multiple internal and external stakeholders, and partners to project manage both internal and externally led design-build large-scale infrastructure projects ($3M +), and administers associated construction consultancies/contracts;
• Provides project status reports and makes recommendations on items such as scope change or mitigation strategies to the Project Management Office, client Branch Manager and Project Sponsor(s)
• Contributes to the development of the departments adoption of project management practices through mentorship, project management framework (PMF) development and training opportunities;
• Develops, shapes, and advances project and quality management standards through a project management framework developed for the Engineering Department and supports their practical and consistent application through their client branch;
• Identifies and manages both project specific and program wide opportunities to enhance overall value to the public from the perspectives of scope, quality, schedule, cost, risk, resources, stakeholder expectations and overall public disruption;
• Other duties/responsibilities as assigned.

Minimum Qualification Requirements

Education and Experience:

• A Technical Diploma in Civil Engineering Technology, Planning, Construction Management or a related field
• Bachelor or Master Degree in Construction Management, Planning or Engineering, from a recognized post-secondary institution an asset
• Considerable (minimum 5 years, ideally 8 years) industry experience in infrastructure project management with progressively complex civil infrastructure projects in an urban environment.
• Experience managing civil infrastructure projects
• Experience in managing teams and diverse stakeholder groups, including internal and external management of design and field personnel
• Project Management Professional (PMP) designation an asset
• Familiarity with MMCD and CCDC standards
• Demonstrated experience developing and reporting on projects and programs, researching and preparing business cases for various projects and initiatives
• Experience in managing teams and diverse stakeholder groups, including internal and external management of design and field personnel

Knowledge, Skills and Abilities:

• Extensive knowledge of civil engineering practices and procedures related to the design, construction and maintenance of transportation and/or underground utility infrastructure.
• Extensive knowledge of project management methodologies, practices, processes and policies and their application
• Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups
• Proven ability to innovate, lead and implement change in the workplace
• Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
• Experience working in a matrix reporting relationship an asset
• Ability to converse with, write reports for and create/deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning.
• Ability to manage large workloads, set priorities  and multitask effectively
• Ability to develop and maintain effective working relationships with technical and professional staff, as well as external third parties
• Ability to manage change and assist others with adapting to change
• Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties
• Demonstrated working knowledge of quality management frameworks such as EGBC’s Organizational Quality Management processes.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
