Main Purpose & Function 
Vancouver’s Integrated Sewer and Drainage Planning Branch is currently seeking two senior water resource engineering positions to join our innovative and dynamic team.  These positions will provide leadership, training and engineering expertise needed to develop holistic and integrated sewer and drainage master plans for large land use plans or major development sites depending on the position.

 

The Integrated Sewer and Drainage Planning Branch provides sewer and drainage monitoring, modelling, and planning expertise to the Urban Watersheds, Sewers and Drainage division, and other City departments. These two position will be an integral part of the branch’s senior leadership team and will help guide the direction of the branch’s work plan and priorities. 

 

The City’s approach to holistic and integrated water management is evolving, but the vision is to embrace and value all forms of water and our natural system as a foundation for our work.  Our team’s approach to achieving the vision is to focus on developing an understanding of the current system operation, defining the broader project objectives (e.g., water quality, climate resiliency), and  identifying the combination of solutions (e.g. green infrastructure, pipe upgrades) to meet these objectives.

 

Specific Duties & Responsibilities

  • Manages a team responsible for developing hydrologic/hydraulic models, integrated sewer and drainage servicing plans, and improving/developing planning processes and tools
  • Collaborates with internal branches on land use planning, development inquiries, capital planning, and other planning processes
  • Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development
  • Develops scopes of work, work programs and manages projects to meet division objectives or outcomes
  • Represents the City with internal branches, outside agencies and Metro Vancouver in the development of Integrated Sewer and Drainage Plans, to align modelling and monitoring practices and standards, to discuss operational issues and improvements, and to ensure that regulatory responsibilities are adhered to
  • Prepares briefings for senior leadership related to on-going projects, and escalates issues and recommendations for decision.
  • Other duties/responsibilities as assigned

 

The City is currently seeking to fill up to two positions related to the following areas of focus:

 

Senior Integrated Sewer and Drainage Planning Lead – East Vancouver

  • Manages a team that prepares neighbourhood or large-scale area master plans in East Vancouver, in support of land use plans and other major initiatives; Infrastructure to be planned includes, but is not limited to, sanitary and stormwater mains, green infrastructure, and sanitary and drainage pump stations.
  • Works with other teams in the branch & division to develop long-range plans and policies for the sewer and drainage systems including green infrastructure.
  • Works cross-departmentally with staff from Planning, Parks Board and others to develop sewer and drainage master plans that integrate solutions/projects and optimize City investments.
  • Develops capital plans to feed into the Utilities Development Cost Levy (UDCL) program, public benefit strategies, and other City capital planning processes.
  • Works closely with the Green Infrastructure Implementation and Sewer and Drainage Design teams on the implementation of the master plans

 

Senior Sewer and Drainage Servicing Lead -  Major Sites

  • Manages a team that identifies the offsite serving requirements for major land use projects, including but not limited to sanitary, stormwater, stormwater quality servicing; servicing plans may include sewer and drainage pipe or pump station upgrades and/or public realm green Infrastructure.
  • Works closely with the City and Area sewer and drainage engineers to identify site objectives and constraints, and to ensure that the servicing plans align with long-term objectives and master plans.
  • Works closely with the public side development team to coordinate the private and public interventions/solutions and the developers to ensure that the implementation of the offsite works adheres to the requirements.  
  • Collaborates with other engineering branches and cross-departmentally (with Planning, Parks Board, and others) in the creation of policy statements for developments

 

Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering with a Professional Engineer designation and minimum of six years’ related experience in hydrology, hydraulics, project management, or utility modelling, planning or design or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer in British Columbia

 

 Knowledge, Skills and Abilities:

  • Sound technical knowledge and understanding of engineering principles related to hydrology, hydraulics, and planning, design or construction of sewer and drainage systems, including green infrastructure.
  • Sound technical knowledge and understanding of hydrologic/hydraulic modelling tools and procedures, and monitoring data analysis
  • Ability to analyze, solve problems and make decisions or make recommendations based upon thorough analysis of facts
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Strong organizational and time management skills
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholder
  • Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
  • Ability to research, analyze, estimate, and present recommendations for a variety of engineering projects
  • Ability to write effectively, organize and maintain project documentation, prepare status reports and summaries
  • Ability to manage change and assist others with adapting to change
