Main Purpose & Function 
Reporting to the Senior Housing Portfolio Planner (Planner III,) the Housing Project Planner (Planner II) plays a key role in development and implementation of the City’s non-market housing portfolio (Vancouver Affordable Housing Endowment Fund – VAHEF) to best deliver on the City’s Housing Vancouver Strategy and targets.


The Planner II contributes to the development of the VAHEF portfolio plans and targets through planning, research and analysis work, facilitation and engagement related to portfolio activities, and is responsible for deployment of turn-key assets, providing housing subject matter expertise on housing development projects and leases associated with the City’s non-market housing portfolio, and administration of housing capital grants.  


The Planner II will work collaboratively with staff in other functional areas within the NMH Portfolio Management & Projects Business Unit and other City departments. This position will bring substantive expertise and creativity to a range of complex issues, with strong project management skills to support critical decisions, projects and strategies.


Specific Duties & Responsibilities

Portfolio Planning

  • Provides planning, research and analysis related to VAHEF portfolio plans and targets aligned with the City’s Housing Vancouver Strategy and targets
  • Employs a diverse range of quantitative and qualitative analytical techniques to evaluate the housing landscape in Vancouver and VAHEF portfolio and pipeline to define portfolio targets
  • Conducts advanced research and analysis on a range of portfolio-wide issues and policies related to housing


Facilitation & Engagement

  • Collaborates with a wide range of internal departments and external stakeholders to develop partnerships that will effectively implement portfolio plans, housing projects that assist in meeting VAHEF strategic objectives and targets.
  • Leads corporate and business transformation initiatives specific to the NMH Portfolio Management & Projects Business Unit to better achieve VAHEF strategic objectives and targets
  • Coordinates and contributes to updates of the Vancouver Housing Design & Technical Guidelines
  • Reviews and responds to enquiries related to the VAHEF portfolio from external stakeholders, partners, community groups, government agencies, tenants, media and residents 
  • Coordinates and leads formal engagement with non-profit/co-op housing providers, and senior government representatives and agencies


Grants, Projects & Leases

  • Administers housing capital grant programs (e.g. Community Housing Incentive Program) including monitoring and updating as required
  • Manages deployment of the City’s turn-key housing assets to deliver social housing, including partnering and procurement arrangements, affordability objectives and programming
  • Evaluates housing needs and recommends programming and non-profit operational considerations for all VAHEF development projects
  • Conducts relocation planning with housing partners to facilitate redevelopment of existing VAHEF sites approaching end of lease
  • Evaluates effectiveness of non-profit lessees and designs and implements continuous improvement programs in collaboration with the sector
  • Provides input into the evaluation of end of lease scenarios and recommendations



Education and Experience:

  • A University degree in Planning or related studies, preferably a post-graduate degree, combined with considerable experience in and commitment to developing affordable housing, or an equivalent combination of education and experience 


 Knowledge, Skills and Abilities:

  • Knowledge of current housing policies of the City of Vancouver and other levels of government, as well as municipal development approval processes and regulations
  • Current knowledge of social, economic, political, technological, demographic and environmental trends, factors and issues related to housing needs of different groups in Vancouver and Metro area
  • An in-depth knowledge of the factors affecting homelessness, including housing supply and demand, land use planning, land and development economics, social safety net policies, and income distribution. Considerable knowledge of project management philosophies and practices, including project scope, budgeting, scheduling, and coordination of team activities
  • Strong organizational and project management skills.
  • Strong communication skills (oral and written), including the ability to prepare and present complex information to staff, the public, and City Council; ability to write clear, concise Council reports and presentations and make sound recommendations.
  • Analytical perspective, with demonstrated experience in program evaluation and application of outcome measurements, and best practices.
  • Ability to establish and maintain effective working relationships with other staff, professionals and the public
  • Ability to supervise staff assigned to various projects and direct the work of consultants engage on social planning projects
  • Ability to perform planning research and assess option feasibility through financial and social policy analysis
  • Possessing practical knowledge relating to the effects of homelessness and housing systems is an asset.
  • Able to work independently and as part of a team in a dynamic work environment.
  • Strong interpersonal and conflict management skills
  • Proven strategic thinker, problem solver, and able to manage multiple priorities.
  • Ability to deal with sensitive issues with diplomacy and tact
  • Considerable experience with electronic spreadsheets, presentation and database software, including Microsoft Office
