Superintendent I (Weather Readiness & Response)

Main Purpose & Function

The Superintendent I is responsible for weather readiness and response management for the City of Vancouver, primarily focusing on storm, snow and ice events. The position is well supported within the Streets Operations team. Reporting to the Superintendent II for Street Operations Maintenance, the Superintendent I works closely with the branch’s senior management team and operations superintendents, and in collaboration with supporting stakeholder branches. The role provides key subject matter expertise and leadership related to weather response practices, weather impacts and risks, and implementation of readiness planning and response processes; ensuring all weather response activities are completed in accordance with applicable requirements, best practices and program requirements.


This is an exciting role, requiring a balance of planning/preparation and quick decision making and action. As the timing of Severe Weather Events can be unpredictable in nature, interested candidates must be able to work a flexible work schedule, and be available for a variety of shifts including weekdays and weekends. Depending on the weather, hours of work can range from 6am to 9pm.


Specific Duties & Responsibilities

  • Contributing to the continuous improvement of Engineering Services’ Winter Weather Response Plans: Snow & Ice Control Operations Manual, Salt Management Plan, Severe Weather Response Plan;
  • Ensuring all response activities are completed in accordance with Engineering Services’ standards and with program requirements;
  • Collaborating with applicable branches to develop seasonal training and readiness plans, including key activity sequencing and methodology;
  • Collaborating with operations superintendents to develop, track and maintain program readiness cost estimates and schedules;
  • Identifying early procurement actions for fleet and material, and proactive resourcing approaches;
  • Gathering all necessary information in order to develop daily operational plans aimed at effectively and efficiently mitigating potential public safety risks and property damage associated with inclement weather events;
  • Activating the Departmental Operation Center during extreme weather events;
  • Coordinating fleet and staffing for weather response activities;
  • Monitoring employee performance and actively engaging in established performance management practices;
  • Respectfully communicating with members of the public to discuss and address concerns raised.
  • Identifying problematic and/or deteriorating field conditions that may require urgent development of ad-hoc mitigation approaches;
  • Facilitating mid-season reviews to ensure service levels are being effectively met, as implementing corrective actions when necessary;
  • Reviewing seasonal program completion and coordinating lessons learned sessions;
  • Driving continuous improvement through a blended understanding of industry best practices, recent field observations, and past season performance outcomes;



Education and Experience:

  • Completion of grade 12 supplemented by technical and/or business management courses related to operations management including winter road maintenance and weather response practices;
  • 5+years of experience in winter road maintenance, and weather response practices, and/or an equivalent combination of relevant experience within public works operations & management;
  • Operations leadership experience in a unionized environment is considered an asset;
  • Emergency management or related experience is considered an asset;
  • Experience with enterprise software, asset management systems, and route management / GPS systems is considered an asset


 Knowledge, Skills and Abilities:

  • Knowledge of WorkSafe BC / Health & Safety standards, Commercial Vehicle Safety and Enforcement, National Safety Code, BC Commercial Transport Act, and the BC Motor Vehicle Act;
  • Respectful interpersonal skills including the ability to build inclusivity and conflict resolution;
  • Demonstrated ability to exercise fair judgement including the promotion of supportive, respectful, and safe work environments;
  • Excellent planning, organizational and program management skills;
  • Excellent communication skills including the ability to write reports, letters, and other applicable correspondence;
  • Demonstrated ability to solve business problems using data and analytical skills
  • Strong computer skills in MS Office; 
  • Ability to interpret, follow, explain and direct staff in collective agreement language and City of Vancouver policies and procedures;
  • Ability to lead, supervise, and motivate staff while maintaining effective working relationships with all stakeholders;
  • Ability to anticipate trends and create innovative strategies, flexible work plans, and optimized work procedures and methods;
  • Ability to establish priorities and achieve performance goals while working under minimal supervision;


Driver’s License:

  • A current and valid Class 5 BC Driver’s License or higher and a satisfactory driving record
