Main Purpose and Function

This position oversees the enforcement priorities and analytical strategies in the delivery and implementation of a variety of proactive enforcement activities aimed at ensuring short term rental (STR) operators meet regulatory requirements.

 

Specific Duties/Responsibilities

 

Leadership and Supervision

  • Provides overall supervision to the STR By-law Enforcement Coordinators
  • Leads, collaborates and works closely with other departments in carrying out activities and projects related to STRs.
  • Ensures adherence to all established STR processes and procedures
  • Develops and maintains data analytics on employee performance and productivity
  • Supports the management team in the development and achievement of operational objectives
  • Documents and maintains standard operating procedures.
  • Provides short-term rental regulatory subject matter expertise on all technological initiatives and projects, including the Digital Transformation Project by participating in frequent project meetings and collaborative exercises.
  • Acts as the lead for the User Acceptance Testing (UAT) process when implementing technological or process updates; train and mentor staff on process changes
  • Establishes and maintains STR program metrics and data collection processes in collaboration with the Technology Services team.
  • Prepares regular reports on STR program metrics.
  • Cross-references and analyzes data, reports and marketplace trends; takes appropriate action with respect to bylaw and policy advancements and enforcement activities.
  • Liaises with internal and external stakeholders as it relates to STR bylaws and policy.
  • Supports the Policy Team with reports to Council and stakeholder groups, responding to questions as required.
  • Stays current with current technologies, marketplace trends, and best practices in enforcement.
  • Provides verbal and written advice on STR issues to the public, staff, Council and outside agencies.

 

Enforcement Operations

  • Analyzes and develops key data metrics to prioritize enforcement resources
  • Reviews, identifies and implements options to strengthen STR enforcement, such as prosecution, orders and injunctions.
  • Assess need for STR business licence issuance and an enforcement response in collaboration with Property Use Inspections and Legal Services.
  • Reviews case files and prioritize for recommendation on enforcement action(s) to Chief Licence Inspector.
  • Partners with Technology Services on the maintenance, oversight and development of the “Compliance Detector”
  • Plans and delegates risk-based audits to validate compliance.
  • Meets and/or liaises with owners of problem premises and works together to resolve issue(s).
  • Partners with STR agencies and organizations, and City departments to ensure effective and timely coordination of information and enforcement activities.
  • Oversees the data collection and management processes in partnership with the Data Analytics and Systems Development team and IT, to ensure quality and consistency in data collection, data management and prioritization of files for escalated review and enforcement.
  • Identifies program and workflow inefficiencies; implements process improvements by using a CPI (continuous process improvement) model.

 

Administration

  • Responds to public inquiries for information and complaints.
  • Main point of contact to liaise with the City’s provincial counterparts.
  • Collaborates with 311 to ensure citizens are efficiently and effectively supported in requests for information or services with respect to STR; ensures 311 scripts are current and relevant
  • Performs other related duties as assigned.

 

Minimum Qualification Requirements

Education and Experience:

  • Post-secondary degree in Public Policy, Public Administration, or a related field, plus considerable experience in compliance audit, local government and regulatory issues governing licensing.
  • Experience in the use of business intelligence and data analytics.
  • Experience in developing, improving and implementing business processes.

 

Knowledge, Skills and Abilities:

  • Considerable knowledge of the administration and enforcement sections of such City By-laws as the Licence By-law, Zoning and Development By-law, Building By-law, Ticket Offences By-law, as well as the applicable related sections of the Vancouver Charter.
  • Working knowledge of advanced statistical techniques and continuous improvement technologies (e.g. Lean/Six Sigma) would be an asset.
  • Superior oral and written communication skills to present and prepare concise analyses, reports and recommendations to senior management, and consult individuals internal to the organization. Ability to engage and influence at executive level.
  • Ability to identify potentially contentious issues and recommend evidence-based solutions.
  • Considerable knowledge of the Short-term rental accommodation industry in Vancouver and the BC Short-term Rental Accommodations Act.
  • Ability to supervise a group of employees and take the lead in departmental initiatives.
  • Ability to promote and maintain harmonious relationships with Departmental staff, outside agencies, business community and the public.
  • Ability to represent the City of Vancouver in a professional and dignified manner during both internal and external meetings and events
  • Ability to enforce by-laws and regulations with firmness, impartiality and good judgement.
  • Ability to meet tight deadlines and to prioritize tasks.
  • Ability to exercise tact and discretion in dealing with confidential and sensitive matters.
  • Ability to maintain detailed records on various aspects of the program.
  • Proficiency in Microsoft Office Suite and working knowledge of SQL or other database management tools would be an asset.
  • Working knowledge of AMANDA, Lagan, or POSSE would be an asset.
  • Ability to meet transportation requirements.

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
