Main Purpose and Function
The position is responsible for performing technical and business tasks required to operate, maintain, monitor, provision, expand, and extend the enterprise hybrid data centre, both on-site, off-site and cloud infrastructure, collectively referred to as the infrastructure.
The Technical Specialist provides expert level technical knowledge to projects and system-business owners who are requisitioning storage, computer, and cloud services, configuring existing IT solutions to support complex enterprise systems across infrastructure, and design architecture that meets capacity, performance, security, high availability, business continuity, and disaster recovery needs.
The position requires a broad knowledge of infrastructure capabilities and limitations to assess business and technical impacts of proposed system changes, including technical leadership in feasibility, design, implementation and problem remediation in complex infrastructure environments where errors can have significant operational and financial consequences.
The role includes evaluating infrastructure procurements and upgrades, with a high degree of independent judgment required for planning and execution. Due to access to sensitive data such as infrastructure configurations and operational procedures, strict adherence to security practices is essential.
Discretion is essential in handling all technical responsibilities. Errors in executing changes, coordination, planning, or implementation can have severe and costly repercussions.
Specific Duties and Responsibilities
Technical
- Responsible for maintaining system uptime and integrity while adhering to City policies and industry best practices.
- Plan, design, install, configure, test, and deliver enterprise system infrastructure and services according to project specifications.
- Responsible for investigating, reporting, testing, identifying and resolving system software problems that affect the operational performance of enterprise systems and services and is in charge of working with external vendors or consultants in solving all technical problems.
- Responsible for providing problem resolution for calls referred by Help Centre.
- Responsible for the configuration and optimization of infrastructure hardware and software.
- Responsible for establishing and following change control processes including functionality testing, including system security.
- Responsible for monitoring and protecting the security of enterprise systems.
- Responsible for implementing automated audit trails and managing log processes of enterprise infrastructure.
- Responsible for performing all work while adhering to existing security policies.
- Responsible for planning and developing patching and upgrade schedules of infrastructure while adhering to industry best practices such as end-to-end testing.
- Responsible for planning for the replacement of end-of-life infrastructure.
Monitor, Audit, Report, Document
- Responsible for the monitoring of enterprise infrastructure and services according to project specifications.
- Responsible for creating and updating documentation according to established standards for configurations, procedures, standards, and audit information.
- Responsible for creating and updating build documentation for new enterprise infrastructure systems.
- Responsible for documenting system testing procedures and plans.
- Responsible for monitoring and reporting on systems’ capacity, performance, and uptime.
Analysis and Strategy
- Responsible for analytical work in planning, designing, supporting, monitoring, and maintaining the City's system infrastructure, services, IT standards and policies
- Responsible for working with business customers to complete requirement assessments.
- Responsible for working with various departments to establish/install new technology and services.
- Recommend and participate in the development of IT standards and policies
- Participates in the assessment of existing and potential infrastructure equipment and services.
- Participates in the development and evaluation of technical specifications to support the procurement process.
- Participates in conducting technical & IT industry; research, reporting on industry trends, the feasibility of technologies and products and technology alternatives.
Administration
- Participates in the development of standards, policies, systems, and applications.
- Responsible for overseeing/advising on small projects and reporting on work progress for new enterprise systems.
- Uses digital workflow platform to manage and update service requests and incidents.
- Follows all corporate policies, procedures and processes such as VanRIMS and ITIL.
- Responsible for monitoring the Systems team’s queue and applying ITIL best practices while working with IT Service Desk Software to resolve tasks and requests assigned to the team in a timely and efficient manner.
- Acts as a communication hub between internal groups, external resources (consultants and support), project managers, and business users.
- Other technical duties/responsibilities as assigned.
Qualifications
Education and Experience:
- University graduation at the Bachelor level in Computer Science or the Physical Sciences and a minimum of three years of related working experience in a technical support environment or an equivalent combination of training and experience.
- Experience working in a public sector or service-oriented environment is preferred.
Knowledge, Skills, and Abilities:
- Thorough knowledge of design, deploy, and maintain scalable and secure Azure cloud infrastructure solutions
- Ability to work collaboratively with development and operations teams to support application deployments and integrate cloud infrastructure with DevOps workflows
- Ability to develop Infrastructure as Code (IaC) solutions using Azure-native tools including Bicep and ARM templates, PowerShell, and Azure CLI to automate deployment processes
- Expertise in Kubernetes architecture, deployment, scaling, and managing containerized applications in production environments.
- Strong DevOps experience with CI/CD pipelines, infrastructure as code (IaC), and automation tools such as Helm, Terraform, and Ansible.
- Deep understanding of container technologies (Docker, container runtimes), monitoring, logging, and security best practices in cloud-native ecosystems.
- Ability to keep abreast of innovations in Azure offerings and integrate new technologies to enhance system capabilities
- Ability to assess, plan, and implement migrations from on-premise infrastructure to cloud services.
- Ability to monitor cloud systems to ensure optimal cost and performance and rapidly address scalability and reliability issues
- Thorough knowledge of the equipment and practices used in computerized data processing
- Thorough knowledge of the characteristics and capabilities of computer hardware and operating systems.
- Considerable knowledge of ITIL IT Service Management practices for configuration, incident, problem, major incident and change management
- Considerable knowledge of team-specific IT infrastructure and services (Service Catalog).
- Ability to evaluate, refine, and enforce security policies, ensuring adherence to regulatory standards and best practices
- Ability to identify issues, provide notification, and resolve complex technical problems and challenges
- Ability to identify implementation options, tasks, risks, and schedules, write design documents, and evaluate the risks, benefits, and return on investment of technology implementations
- Ability to discuss approach and recommendations with business application and system owners, and make appropriate technology decisions for implementation and configuration
- Ability to create and deliver presentations to project teams, business stakeholders, steering committees, and senior management
- Ability to create architecture, deployment, testing, migration, and operational documentation
- Ability to develop, execute, test, and maintain complex technology lifecycle, business continuity, and disaster recovery plans
- Ability to collect, analyze, and evaluate information required for performance, capacity and availability management, and planning.
- Ability to establish and maintain effective working relationships with users, staff/peers, and vendors.
- Ability to communicate effectively both orally and in writing.
- Ability to evaluate and make recommendations on proposed hardware and software acquisitions.
- Extensive knowledge of municipal business processes.
- General understanding of public sector legal requirements, guidelines, and processes.
- Ability to work under pressure, manage multiple priorities, and respond to requests promptly.
- Operational and basic project management skills: results-focused, collaborative, and team-oriented.
- Ability to meet transportation requirements
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
